Le Conseil des ministres béninois, réuni mercredi, a approuvé un accord avec la République du Niger, relatif à la construction et à l’exploitation d’un système de transport des hydrocarbures par pipeline, rapporte le communiqué de la réunion gouvernementale reçu jeudi à APA.
Cet accord bilatéral signé le 24 janvier 2019 entre les deux Etats devra permettre d’assurer le transport des hydrocarbures en provenance des sites de production au Niger vers le Port de Cotonou, explique le communiqué du Conseil des ministres.
Dans cette perspective, ajoute le communiqué, « il sera procédé dans quelques jours, à l’approbation de l’étude d’impact environnemental et social, de même que de l’étude de faisabilité. A la suite de cela, interviendront la création de la société de transport dédiée au projet puis la signature de la convention y relative ».
En attendant, les deux parties ont déjà convenu que le régime fiscal et douanier à appliquer au projet par chaque Etat Partie soit pris en compte dans la Convention de transport à signer avec les transporteurs et, par conséquent, retiré de l’accord bilatéral.
Selon le gouvernement béninois, les deux parties sont d’accord pour que les opérations exécutées entre la date de signature de l’accord bilatéral et la date du démarrage de la construction du système de transport soient considérées comme étant accomplies en vertu de l’accord, en bénéficiant toutefois du régime fiscal et douanier de ladite période.
Le Niger produit 20.000 barils par jour et est le seul pays producteur africain qui arrive à satisfaire sa demande interne en produits raffinés grâce à sa raffinerie pétrolière.
