A quelques jours du second tour de la présidentielle, le président de la Haute Autorité de Lutte contre la Corruption et les Infractions Assimilées (HALCIA) a procédé le lundi 15 février 2021 à la mise en place de l’observatoire des élections du second tour de la présidentielle. Les membres de cet observatoire issus des structures de Transparency International Niger, des organisations de la société civile, des médias et des organisations féminines et de jeunesse seront, par la suite formés sur les enjeux liés à la corruption en période électorale et couvriront les huit (8) régions du pays à travers seize (16) localités.
La bonne tenue des élections est une condition indispensable à la stabilité des institutions et à la paix sociale. C’est pourquoi la HALCIA conformément à ses missions de prévention a décidé de mettre en place en relation avec ces structures cet outil de veille et de surveillance des élections qu’est l’observatoire.
Dans son discours au cours de la mise en place dudit observatoire, le Président de la HALCIA, Gousmane Abdourahamane s’est réjoui de l’intérêt tout particulier que les structures constituant l’observatoire accordent à la lutte contre la corruption et à la crédibilisation du processus électoral en cours dans le pays.
Il a également fait savoir que l’institution qu’il dirige a élaboré un guide pratique de l’observation des élections en s’inspirant du code électoral nigérien et des bonnes pratiques communément admises en matière d’observation des élections.
Gousmane Abdourahamane a invité les membres de cet observatoire à « s’engager à agir sur le terrain avec impartialité, objectivité et responsabilité afin de relever les dysfonctionnements et autres pratiques corruptives de nature à entacher la crédibilité des votes ».
« Je ne doute pas cette même dynamique sera observée avec les représentants de la CENI sur le terrain, afin qu’ensemble, nous contribuons à l’atteinte de notre objectif commun c’est-à-dire des élections libres, transparentes, apaisées et exemptes de pratiques corruptives », a-t-il souligné.
Après la mise en place de l’observatoire les participants échangeront sur les enjeux liés à la corruption en période électorale sous la forme d’éléments de sensibilisation destinés aux membres des commissions électorales et des bureaux de vote afin de placer chacun devant sa responsabilité d’acteur central dans le bon déroulement des élections.
Le président de la HALCIA a aussi expliqué que le choix des structures membres de la Haute Autorité de Lutte contre la Corruption et les Infractions Assimilées (HALCIA) l’observatoire n’est pas fortuit.
« la HALCIA sait qu’elle peut compter sur les valeurs d’intégrité que vous portez. Par conséquent, je reste convaincu que les missions qui vous seront confiées seront conduites avec abnégation et professionnalisme », a-t-il déclaré.
La Haute Autorité de Lutte contre la Corruption et les Infractions Assimilées (HALCIA) a conformément à ses missions de prévention dans un écrit en date du 15 février 2021, rappelé les dispositions du code électorale qui prévoit en son article 197 des sanctions administratives et pénales à l’endroit de « quiconque, soit dans une commission électorale, soit dans un bureau de vote(…) ; avant ; pendant ou après un scrutin , aura par inobservation de la loi ou des règlements ou par tous autres actes frauduleux , violé ou tenté de violer le secret de vote, porté atteinte ou tenté de porter atteinte à sa sincérité, empêché ou tenté d’ empêcher les opérations du scrutin, ou qui en aura changé ou tenté de changer le résultat, est puni d’un emprisonnement de deux (2) à cinq (5)ans et d’une amende de cent mille 100.000fcfa à un million (1.000.000) de fcfa. L’auteur pourra, en outre, être privé de ses droits civiques pendant une période n’excédant pas cinq 5ans. Si le coupable est fonctionnaire de l’ordre administratif ou judiciaire, agent préposé du gouvernement ou d’une administration publique, chargé de d’un ministère de service public, la peine est portée au double ».
La HALCIA a à cet effet rassuré de tout son soutien et réitère ses vœux de plein succès pour les élections du 21 février prochain.
