Mis sur pied en aout 2020 par arrêté du Ministère des Finances, le Cadre National de Concertation sur la Finance Inclusive (CNCFI) poursuit sa mission d’identification des problématiques liées à l’inclusion financière ainsi qu’au développement de la finance digitale au Niger. Sous la houlette du ministère de tutelle, du SE-SNFI (Secrétariat Exécutif de la Stratégie Nationale sur la Finance Inclusive) et de l’UNCDF, les acteurs clés de la finance inclusive, ont tenu une 2èmeRéunion ce jeudi 19 mai à Niamey. Objectif, renvoyer les Groupes de travail à leur mission et adopter un plan d’activités annuel à cet effet.
Faire de la finance inclusive un maillon à part entière de l’économie nationale afin qu’elle participe au financement des couches les plus vulnérables notamment les jeunes, les femmes ou encore des PME, voilà quelques-uns des objectifs que veut atteindre le gouvernement nigérien. Aussi, dans le cadre de la mise en œuvre de la stratégie nationale de la finance inclusive, un cadre national de concertation a été créé. Sa mission : aborder de manière transversale les obstacles liés à l’inclusion financière ainsi qu’au développement de la finance digitale dans le pays, afin d’y apporter des réponses socio-économiques concertées. Après une première réunion tenue 30 septembre 2021 qui a consacrée la création de quatre groupes de travail, une deuxième réunion s’est tenue ce jeudi 19 mai 2022.
Pour cette session, les quatre groupes de travail que compte le CNCFI (Coordination des interventions des PTF, Règlementations et incitations, Innovations et finance numérique, Suivi du marché et des acteurs) ont été officiellement présentés et investis dans leurs missions respectives.
Le Groupe de travail sur la Coordination des Interventions avec les Partenaires techniques et financiers a pour principale tâche de faire la cartographie de tous les programmes et projets des PTFs intervenant dans le développement de l’inclusion financière au Niger, d’identifier les obstacles y afférents et de proposer des solutions à même de les supprimer ; pour sa part le groupe de travail sur la Règlementations et les incitations, en plus d’identifier les obstacles règlementaires à l’inclusion financière, devra promouvoir une politique fiscale en faveur des Prestataires des Services Financiers (PSF) ; le groupe de Travail sur l’Innovation et la Finance numérique comme son nom l’indique aura à développer les innovations nécessaires pour accélérer le développement de l’inclusion financière dans le pays et pour finir, le groupe de travail sur le suivi des marchés et des acteurs a pour mission principale, le suivi du marché et la coordination des intervenants.
La réunion de ce jeudi a été en outre dédiée à l’élaboration d’un chronogramme d’activités annuel au sein de chaque groupe. Rappelons que c’est le Secrétaire Général du Ministère des Finances, Dr Mamane Boukari qui a officiellement donné le ton aux travaux de cette deuxiéme Réunion du Cadre National de Concertation sur la Finance Inclusive au Niger. Il avait à ses côtés, le Secrétaire exécutif de la Stratégie nationale de la finance inclusive ainsi que le Country Lead UNCDF IDE, M. Olivier Yara.
