Le double sommet de l’Union africaine sur l’industrialisation de l’Afrique et sur la Zlecaf a pris fin à Niamey ce vendredi 25 novembre. Dans la matinée, la dizaine de chefs d’État ont planché sur l’industrialisation de l’Afrique, une nécessité. Dans l’après-midi, les chefs d’État se sont penchés autour de la Zlecaf.
S’il y a une chose sur laquelle les chefs d’État et de gouvernement présents à ce sommet sont restés unanimes, c’est bien les innombrables potentialités que possède le continent qui pourrait jouer en sa faveur dans cette quête d’industrialisation. Pour y parvenir, il devra relever certains défis, comme la question de l’énergie et les technologies avancées, explique notre correspondant à Niamey, Mahamoud Kaba Diakité.
Selon Moussa Faki Mahamat, président de la commission de l’Union africaine, « l’investissement dans l’énergie pourrait opérer comme un vecteur d’intégration régional et des promotions de l’industrie, car nous savons que la consommation de l’énergie reste très faible sur le continent, plus de 600 millions d’Africains n’ont jamais connu l’électricité. »
Il est ressorti de ce sommet qu’il y a une nécessité de repenser le modèle d’industrialisation de l’Afrique. Pour gagner ce pari, le président nigérien Mohamed Bazoum, désigné par ses pairs champion de l’industrialisation inclusive et durable, propose la mutualisation des efforts et les développements de partenariats avec les puissances industrielles. « Nous gagnerons pour attirer les leçons des expériences du monde industrialisé et des expériences singulières des uns et des autres. Le futur de l’industrie et du commerce est en Afrique. »
Vers la plus grande zone économique dans le monde
Il a aussi été question de la zone de libre-échange continentale africaine (Zlecaf) puisque ce sommet était aussi l’occasion de la première session extraordinaire la zone de libre-échange. Le président sénégalais Macky Sall, également président en exercice de l’UA, dont le discours a été lu par la ministre des Affaires étrangères, Aïssata Tall Sall, a appelé les États à ratifier rapidement l’accord portant création de la Zlecaf. Sur les 55 États membres de l’Union africaine, 54 ont déjà signé l’accord. Et à ce jour, 44 États ont déjà ratifié l’accord. Ce qui fait dire aux experts que la Zlecaf est la plus grande zone économique dans le monde.
La réunion concernant la Zlecaf s’est tenu à huis clos toute l’après-midi, rapporte notre correspondant à Niamey, Moussa Kaka. Mahamadou Issoufou, le champion de la Zlecaf, a présenté son rapport d’étape à la dizaine de chefs d’État réunis et en présence du président de la commission de l’Union africaine, Moussa Faki. C’est à l’unanimité qu’il a été adopté. Selon une experte, le rapport adopté porte sur trois protocoles : les investissements en Afrique, la politique de la concurrence et le protocole sur la propriété intellectuelle.
De sources proches de la session, l’adoption de ce rapport permettra d’avancer dans le processus de la mise en œuvre de l’accord portant création de la Zlecaf. Cette zone d’ouverture à 90% pour le commerce entre les pays de l’Union africaine (UA).
