Le ministre de l’Equipement M Kadi Abdoulaye a effectué hier une visite sur le chantier de construction du 3ème pont sur le fleuve Niger à Niamey. Il s’agit pour le ministre de constater de plus près l’évolution des travaux d’une part et d’autre part symboliser l’attention toute particulière qu’accorde le Président de la République à cet ouvrage offert gratuitement par la République populaire de Chine à notre pays. Lesdits travaux ont été lancés le 10 décembre 2017, pour un délai de 36 mois, soit trois (3) ans et sont confiés à l’entreprise chinois China Harbour Engieneering Company LTD (CHEC). Pour un coût global d’environ 50 milliards FCFA, l’Etat du Niger participera au projet à hauteur de 5,496 milliard F CFA et la Chine pour 44,830 milliards FCFA.
Dix-neuf (19) mois après le lancement des travaux, c’est donc une sorte de visite d’évaluation à mi-parcours desdits travaux que le ministre a effectuée. A son arrivée en début de matinée sur le site situé entre Goudel et l’ancien poste de police sur la route de Torodi et Namaro et jouxtant les villages de Neini Goungou et de Kourtéré, le ministre a trouvé un chantier grouillant de monde et de machines lourdes. Les ouvriers disséminés sur toute l’emprise du chantier étaient à pied d’œuvre au grand plaisir du ministre et de sa délégation. A terme, c’est un ouvrage constitué de deux ponts d’une longueur respective de 928ml et 126 ml avec des voies d’accès longues de 2553ml qui sera mis à la disposition des usagers. Le ministre de l’Equipement et sa délégation ont visité le chantier pour apprécier les travaux et discuter avec les responsables pour mieux appréhender la situation.
Et c’est de bout en bout que M Kadi Abdoulaye et sa délégation ont parcouru le chantier, cela en s’imprégnant au fur et à mesure de l’évolution de chaque composante et secteur des travaux. Le ministre de l’Equipement a suivi avec beaucoup d’intérêt toutes les explications fournies par les techniciens. Pour un projet d’une grande envergure, très attendu par les autorités nigérienne et de surcroit un don de la Chine au Niger, le ministre a expliqué qu’il est tout à fait normal que l’autorité de tutelle montre également tout son intérêt à travers des visites de chantier régulières pour suivre le déroulement des travaux. M. Kadi Abdoulaye a manifesté sa joie car a-t-il ajouté « ce que nous avons trouvé sur le terrain correspond à nos souhaits ». Cela prouve que les délais vont être respectés.
En effet, les travaux sont à un taux d’exécution près de 53% a-t-il affirmé tout en soulignant qu’à la dernière visite effectuée par le Chef de l’Etat, il n’y a pas si longtemps, les travaux étaient à seulement 23% d’exécution. Se félicitant de cette nette progression, le ministre de l’Equipement a annoncé que les services techniques lui ont confirmé que d’ici le mois de mars 2020, l’essentiel des poutres seront posées sur pratiquement toute l’emprise du grand pont qui fait 928 ml. Confiant, M Kadi Abdoulaye a estimé que le pari sera gagné. S’agissant du seul principal souci lié au câbles de la ligne haute tension de la Nigelec surplombant un partie du chantier, une situation de nature à ralentir la progression des travaux, le ministre a reconnu que le délai pris par la nigérienne d’électricité n’est pas respecté. Il s’est tout de même voulu rassurant et a promis qu’une réunion sera bientôt convoquée pour discuter avec les responsables en charge de la question afin de continuer le travail engagé pour dégager les lignes le plus rapidement possible et permettre aux travaux de suivre leur cours normal.
