La Haute Autorité de Lutte Contre la Corruption et les Infractions assimilées (HALCIA), a animé ce jeudi 31 janvier 2019 à son siège, un point de presse relatif au rang du Niger dans le rapport 2018 de l’Indice de Perception de la Corruption dans le monde, de L’ONG Transparency International publié le 29 janvier dernier.
A l’entame de ses propos, le Président de la HALCIA Abdourahmane Ghousman, a fait ressortir les avancées enregistrées par le Niger dans ce classement de l’année 2018, qui positionne le Niger au 114e rang sur 180 pays classés, avec une note de 34 points sur 100 au plan mondial, contre le 112e rang en 2017 avec la note de 33 points sur 100.
Quant au plan Africain le Niger occupe le 20e rang sur 49 pays, contre 21 sur 54 pays en 2017.
Malgré cette avancée non moins négligeable, le Président de la HALCIA a exhorté tous les acteurs à redoubler d’efforts pour des comportements favorables à la lutte contre la corruption, car intimement liée à la bonne gouvernance démocratique.
Cependant la HALCIA par le biais de son président, se dit favorable aux recommandations formulées par Transparency International à l’intention des gouvernements. Il s’agit du renforcement des institutions chargées de maintenir l’équilibre des pouvoirs, notamment les freins et contre-pouvoirs politiques et veiller à ce qu’elles puissent fonctionner sans subir de pressions ; combler les écarts au niveau de la mise en œuvre de la législation, des pratiques et l’application des normes destinées à la lutte contre la corruption ; soutenir les organisations de la société civile qui sont un relais en matière politique et assurent le suivi des dépenses publiques, en particulier au niveau local ; soutenir les médias libres et indépendants et garantir la sécurité des journalistes de telle sorte qu’ils puissent travailler sans faire l’objet d’intimidation ni de harcèlement.
Pour rappel L’ONG Transparency International publie chaque année un rapport basé sur des enquêtes et évaluations d’experts sur la base d’un échantillon de pays, pour mesurer la corruption dans le secteur public, en attribuant à chacun un score allant de zéro (0) fortement corrompu à cent (100) très peu corrompu.
