C’est au cours de la cérémonie d’ouverture, le mercredi 11 novembre 2020 à Zinder, d’un atelier de formation, à l’intention des cadres régionaux sur la vulgarisation de la stratégie nationale de lutte contre la corruption que le Vice- Président de la Haute Autorité de Lutte contre la corruption et les Infractions Assimilées (HALCIA), M. Salissou Oubandoma a annoncé qu’en 2019 son institution a traité 130 dossiers contre 133 plaintes et dénonciations enregistrées en 2020.
La lutte contre la corruption est un impératif de bonne gouvernance, et de développement pour la satisfaction des besoins des populations par le gouvernement. C’est pour matérialiser cette volonté politique de lutte contre la corruption que la Haute Autorité de Lutte contre la corruption et les Infractions Assimilées (HALCIA), a été mise sur pied.
Pour le Vice- Président de la HALCIA, « le Gouvernement du Niger accorde une place importante à la lutte contre le phénomène de la corruption aussi bien dans sa loi fondamentale, ses lois et règlements, son dispositif institutionnel et organisationnel, que dans son plan de développement économique et social (PDES 2017-2021) et ses différentes politiques publiques ».
Dans le domaine de la prévention, la HALCIA a mené plusieurs activités de promotion de comportements favorables à la lutte contre la corruption, en collaboration avec les autres structures de l’Etat, de la société civile et des médias. Il s’agit de la sensibilisation sur les pratiques corruptives aux frontières, du renforcement des capacités des acteurs de la lutte contre la corruption, de la supervision des examens et concours, des activités de communication et de coordination de la mise en œuvre de la stratégie nationale de lutte contre la corruption.
S’agissant de la répression, la HALCIA a traité 130 dossiers au titre de l’année 2019 et a enregistré 133 plaintes et dénonciations portant sur des infractions diverses en 2020. Toutefois l’institution est confrontée à plusieurs défis qu’elle doit relever afin de permettre l’application de sa feuille de route et ainsi lutter efficacement contre les différentes formes de corruptions et/ou fraudes.
« Les principaux défis de la lutte portent sur la banalisation et la légitimation du phénomène, la faiblesse des mécanismes de dénonciation, la non application des sanctions (impunité), la méconnaissance des textes par les usagers ainsi que l’absence d’une synergie opérante contre les principaux acteurs », a déploré le Vice- Président de la HALCIA.
A sa prise de parole, le Secrétaire Général Adjoint de la région de Zinder, M. Kogo Salaou a déclaré que « la Stratégie nationale de lutte contre la corruption vise spécifiquement à enraciner de manière durable la culture de la redevabilité, de la transparence et de l’intégrité à tous les niveaux de la gestion des différents secteurs de l’Etat. » Il a ensuite clôturé la cérémonie d’ouverture de cet atelier de formation, avec une demande à l’endroit des cadres régionaux, celle de « lever les barrières pour un combat plus efficace contre ce fléau qu’est la corruption ».
