Le palais des congrès de Niamey a servi de cadre aux travaux de la 1ère session ordinaire au titre de l’année 2021 du Conseil Economique et culturel (CESOC). Au cours des travaux qui se sont poursuivis le mercredi 17 mars 202, les conseillers à travers la commission des affaires sociales du CESOC ont auditionné séparément la Haute autorité de lutte contre la Corruption et les Infractions Assimilées (HALCIA) et le ministère de la santé publique en vue d’échanger sur les défis et les perspectives de la corruption au Niger et l’accès des populations aux services de santé de qualité.
Les conseillers du CESOC ont d’abord échangé avec le président de la HALCIA, M. Abdouramane Ghousmane et Dr Mounkaila Aichatou, membre de la commission des affaires sociales pour présenter le bilan de la lutte contre la corruption au Niger, afin de dégager les perspectives à travers l’élaboration de stratégies anti-corruption et formuler des recommandations allant dans le sens de la lutte contre ce fléau au Niger.
La
corruption est une pratique qui touche actuellement tous les secteurs de la vie
socio-économique du Niger. En effet, selon le classement 2019 de Transparency
international sur la perception de la corruption auquel a fait référence la
commission des affaires sociales du CESOC, le pays enregistre la note de 32 sur
100 et se classe à la 122ème place sur 180 pays.
A la fin de son exposé, Dr Mounkaila Aichatou a relèvé que la corruption a
tendance à devenir endémique et généralisée au Niger et constitue un obstacle
majeur au développement économique, social et politique. Elle a également souligné
qu’elle a des effets désastreux sur le fonctionnement de l’Etat. Elle constitue
aussi une entrave à la protection et au respect des droits humains et annihile
les efforts de démocratie et d’État de droit.
La Halcia préconise ainsi de combattre la corruption sous toutes ses formes et invite la population à aller au-delà des critiques pour dénoncer véritablement les cas possibles de corruption et d’enrichissement illicite.
Au cours
de la deuxième audition qui s’est déroulée dans l’après-midi, le ministre de la
santé publique par intérim, M. Ahmed Boto, a entretenu les conseillers du CESOC
sur l’état des lieux des services de santé au Niger, sur les tarifications des
prestations dans les services publics et privés de santé, les conditions
d’ouvertures et de création des services de santé privés et sur les actions
d’amélioration de l’accès des populations aux soins de santé de base.
A la fin de l’exposé du ministre Ahmed Boto et les interventions des conseillers,
le Secrétaire Général du Ministère de la Santé Publique a apporté des
précisions sur les inquiétudes soulevées lors des échanges. A cet effet, il a
invité le CESOC à mener le lobbying nécessaire, en complément des actions déjà
entreprises par le ministère, pour doter le Niger d’un système sanitaire
performant et compétitif qui puisse véritablement satisfaire les attentes des
populations. « Les conseillers ont
beaucoup contribué en posant des questions pertinentes, ces questions ont
toutes leurs valeurs et cela nous a permis de cerner les préoccupations des
conseillers. Je ressors très satisfait de cette séance d’audition devant les
conseillers du CESOC », a-t-il dit après la levée de la séance.
Pour sa part, le Président de la Commission des affaires sociales du CESOC, M. Idrissa Djibrilla, s’est félicité du climat dans lequel les deux (2) auditions se sont déroulées. Selon lui, la préoccupation des conseillers en général, et de sa commission en particulier, est de se mettre au courant des améliorations enregistrées et des défis à relever dans les secteurs de la lutte contre la corruption ainsi que de l’accès de la population à des services de santé de qualité au Niger. « J’apprécie le franc-parler qui a caractérisé les deux (2) interventions. Un climat qui a permis d’aller au-delà des tabous et de se mettre réellement au service des populations », a soutenu M. Idrissa Djibrilla.
Pour rappel, le CESOC a pour mission fondamentale d’assister le Président de la République et l’Assemblée Nationale dans les domaines économique, social et culturel, à l’exception des lois des finances. Il peut aussi initier et proposer à l’Exécutif ou au Parlement des réformes dans les domaines économique, social et culturel.
