Depuis le dimanche 7 juillet, la Zone de Libre Echange Continentale Africaine (ZLECAf) attendue depuis des décennies est entrée dans sa phase opérationnelle à la faveur du Sommet extraordinaire des Chefs d’Etat et de gouvernement de l’Union Africaine qui s’est tenu à Niamey. C’est Abdel Fattah al-Sissi, président égyptien et Président en exercice de l’Union Africaine (UA) qui a officiellement lancé la Zlecaf en présence d’une trentaine d’autres Chefs d’Etat africains. Dans son allocution de circonstance, le président égyptien a salué un accord historique qui boostera l’intégration économique et le développement des pays membres.
A la date du 07 juillet 2019, 54 pays sur 55 membres de l’Union Africaine, ont apposé leurs signatures sur les documents de l’accord de la Zone de Libre Echange Continentale Africaine (ZLECAf). Le nombre de ratifications est quant à lui passé de 23 précédemment à 27 pays. Avancée majeure, le géant africain, le Nigeria qui jusque-là émettait des réserves à son adhésion à la Zlec a signé son entrée ce week-end à Niamey.
Pour Abdel Fattah al-Sissi, Président en exercice de l’UA, c’est une étape cruciale vers un développement intégral du continent. Un aboutissement qui n’a pas été sans embûches, reconnait-il : « pour arriver à ce jour historique, nous avons parcouru un long chemin souvent émaillé d’incompréhensions. L’entrée en vigueur de la Zone de Libre Echange Continentale Africaine est une étape extrêmement importante pour l’intégration économique des pays de l’Union Africaine ». L’enthousiasme d’Abdel Fattah al-Sissi est partagé par son homologue nigérien, Issoufou Mahamadou. L’hôte du 33ème Sommet de l’UA et Champion de la ZLECAf s’est notammment réjouit de l’entrée en vigueur de la Zone de Libre Echange Continentale Africaine qui selon lui « est l’évènement le plus important dans la vie de notre continent depuis la création de l’OUA et sa transformation en Union Africaine. Il s’agit là d’un évènement qui redonne l’espoir dans la construction d’une Afrique unie et prospère », a-t-il laissé entendre.
Le N°1 égyptien a pour sa part poursuivi en indiquant que suite à cette opérationnalisation de la ZLEC, le continent africain entamait une marche irrémédiable vers son essor économique « La ZLECAF vient fort opportunément donner à l’Afrique la clé de voûte pour son développement par ce qu’elle elle va consacrer un marché commun à 1,2 milliards de consommateurs. Le produit intérieur brut de l’espace ZLECAF est estimé 3,4 milliards de dollars. A travers cet instrument stratégique qu’est la ZLECAF, nous allons améliorer le commerce intra-africain qui n’est que de 15%. Bref, la Zlecaf permettra de créer une zone commerciale où les entreprises africaines et les industries pourront réaliser des économies d’échelle en augmentant de façon substantielle les échanges intra-africains », a souligné Abdel Fattah al-Sissi.
Al-Sissi invite ses pairs africains à diligemment s’attaquer aux défis qui pourraient entraver l’effectivité de la Zlecaf à savoir : la levée des obstacles tarifaires et non tarifaires ; la libre circulation des personnes et de leurs biens qui est d’ailleurs une condition sine qua non pour la ZLECAF et par conséquent à la liberté du commerce ; le développement des infrastructures routières et ferroviaires pour l’interconnexion des pays et des régions ; l’énergie ; les télécommunications et le développement infrastructures aéroportuaires modernes pour faciliter l’accès aux marchés etc.
