Les récentes inondations à Niamey, outre les sinistres qu’elles ont provoqué ont mis à mal de nombreux secteurs vitaux notamment celui de l’approvisionnement en eau potable. Les usines de traitement d’eau de Yantala et Goudel ont aussi été touchées par la montée des eaux. Au vu de cette situation, Gado Sabo Moctar, Ministre de l’Hydraulique et de l’Assainissement, a effectué le lundi dernier, une série de visites dans ces deux usines. Cette sortie a eu pour but d’évaluer l’état de marche de ces usines après retrait des eaux des installations mais aussi de noter les dispositions prises ou à prendre pour leur redémarrage et un moyen d’éviter un autre accident. L’Ambassadeur de France au Niger, Alexandre Garcia et un représentant de l’AFD, partenaire technique et financier, des responsables de la SEEN n’ont pas manqué d’accompagner la ministre de l’Hydraulique pour cette visite.
Mise à l’arrêt dans un premier temps le 6 août, puis le 12 août suite à la montée des eaux du fleuve qui ont affecté une grande partie de la capitale nigérienne, l’usine de Yantala Bas a été la première à être visitée pendant ce déplacement. Des explications sur les dispositions prévues pour le redémarrage de ces infrastructures par des techniciens ont été attentivement suivies par le Ministre de tutelle. Il lui a été également souligné « que toutes les installations de l’usine étaient complétement englouties dans l’eau ce qui a provoqué leur arrêt ainsi que l’arrêt de production en eau. Cette situation a provoqué ainsi, un important impact à un moment donné sur la fourniture de l’eau potable dans plusieurs quartiers de Niamey, notamment à la rive droite » .Les techniciens français dépêchés par l’AFD au profit de la SEEN ont informé le Ministre sur « les dispositions qui sont en train d’être évaluées pour le redémarrage de l’usine à court terme mais aussi, à long terme pour la protection et la sécurisation de ces installations». Il est à noter que cette usine dispose d’une capacité de 45 000 m3/jour.
Ce fut au tour de l’usine de goudel, qui a une capacité estimative de 85 000 m3/jour. «Suite à des inondations au niveau de Niamey, la SEEN a pris des dispositions pour arrêter les installations à temps en vue de les sécuriser. Nous sommes venus voir la situation des installations, les dégâts causés et les dispositions prises pour redémarrer les installations et alimenter la ville de Niamey en eau potable », a précisé Gado Sabo Moctar avant d’ajouter que « les installations démarreront très prochainement en vue d’assurer l’alimentation de la ville de Niamey en eau potable ».
L’Ambassadeur de la France au Niger Alexandre Garcia a pour sa part témoigner la solidarité et le soutien de la France aux populations du Niger en général et à la population de Niamey qui a été affectée par ces intempéries. Alexandre Garcia est accompagné pour la circonstance du représentant de l’Agence Française de Développement (AFD) qui a dépêché une mission technique d’évaluation des installations de la SEEN. « L’AFD, apporte un soutien à la SEEN pour ses investissements. Il s’agit de manière concrète de voir comment renforcer les moyens de protection des installations, mais aussi d’étudier les solutions pérennes pour ne plus subir à l’avenir des dégâts de ce niveau », a expliqué l’Ambassadeur.
Au terme de cette visite, les différents acteurs présents se sont engagés à faire le nécessaire afin que des situations de ce genre ne soient plus un obstacle à la fourniture des eaux.
