Une médiation du président béninois Patrice Talon devait tenter mercredi de trouver une solution à la tentative de coup d’Etat en cours au Niger, où le chef de l’Etat Mohamed Bazoum est toujours retenu par des membres de la garde présidentielle.
Le Niger est l’un des derniers alliés des pays occidentaux dans une région du Sahel ravagée par la violence jihadiste et dont deux voisins, le Mali et le Burkina Faso, dirigés par des militaires putschistes, se sont tournés vers d’autres partenaires, dont la Russie.
« C’est avec stupeur et consternation » que la Communauté économique des Etats d’Afrique de l’ouest (Cédéao) « a pris connaissance de la tentative de coup d’Etat au Niger », indique un communiqué de l’organisation régionale présidée par le Nigeria.
Après une rencontre à Abuja avec le président béninois Patrice Talon, son homologue nigérian Bola Tinubu a annoncé que M. Talon partait pour Niamey afin d’y mener une médiation avec la garde présidentielle et le président Bazoum en vue de trouver un accord.
Mohamed Bazoum est retenu depuis mercredi matin par des membres de la garde présidentielle après l’échec de pourparlers sur des points qui restent inconnus. Une tentative de médiation de son prédécesseur, Mahamadou Issoufou, a également échoué, selon une source proche de la présidence.
Outre la Cédéao, la tentative de coup d’Etat a été fermement condamnée par l’ONU, l’Union africaine (UA), l’Algérie, l’Union européenne, les Etats-Unis et la France.
« Nous exigeons spécifiquement que les membres de la garde présidentielle libèrent le président Bazoum et s’abstiennent de toute violence », indique un communiqué du conseiller à la sécurité nationale de la Maison Blanche, Jake Sullivan, rappelant que le Niger est « un partenaire crucial » pour les Etats-Unis.
« Au terme des pourparlers, la garde présidentielle a refusé de libérer le président, l’armée lui a lancé un ultimatum », a déclaré une source proche de la présidence sous couvert de l’anonymat, à la suite d’un « mouvement d’humeur » de membres de la garde présidentielle qui ont bloqué l’accès de la présidence à Niamey.
La garde présidentielle a dispersé en fin de journée à Niamey par des tirs de sommation des manifestants favorables au président Bazoum, a constaté un journaliste de l’AFP. Les manifestants tentaient de s’approcher de la présidence où le chef de l’Etat est retenu quand ils ont été dispersés.
Dans un message publié sur Twitter – rebaptisé « X » – ensuite supprimé, la présidence du Niger avait indiqué que « des éléments de la garde présidentielle (GP) ont engagé un mouvement d’humeur anti-républicain et tenté en vain d’obtenir le soutien des forces armées nationales et de la garde nationale ».
« L’armée et la garde nationale sont prêtes à attaquer les éléments de la GP impliqués dans ce mouvement d’humeur s’ils ne reviennent pas à de meilleurs sentiments », ajoutait la présidence en affirmant que « le président de la République et sa famille se portent bien ».
Des soldats dans des pick-ups équipés de mitrailleuses, étaient visibles devant le siège de la télévision publique à Niamey et dans les rues y menant, sans toutefois entraver la circulation, a constaté un journaliste de l’AFP.
