Au cours d’un point de presse conjoint organisé ce dimanche à Dakar avec le Secrétaire d’État américain, Michael Pompeo, en marge de la tournée africaine qu’effectue ce dernier, le ministre des Affaires étrangères Sénégalais, M. Amadou Ba, a indiqué l’urgence pour l’Afrique de prendre ses responsabilités en matière de sécurité.
Selon le diplomate sénégalais, « le continent Africain doit mettre en place son propre système de financement en vue de l’acquisition de matériel pour permettre une intervention efficace des initiatives dans les zones du Sahel ». À ce propos, M.Amadou Ba plaide en faveur d’une attention particulière de ‘’la proposition du président Macky Sall consistant à faire financer une partie de ces efforts par nos ressources propres. L’Afrique doit d’abord compter sur ses forces. C’était cela l’idée du président Macky Sall qui propose à la communauté internationale que l’on puisse affecter 1% de nos effectifs budgétaires aux questions de sécurité pour toute l’Afrique.
« Il reste urgent pour l’Afrique de mettre en place son propre système de financement en vue de l’acquisition de matériel pour permettre une intervention efficace des initiatives dans les zones du Sahel. Je pense au G5 Sahel de même que la coalition pour le Sahel », a déclaré le chef de la diplomatie Sénégalaise.
Ce dernier a tenu à saluer le rôle très important que jouent les USA, notamment en matière de formation, de soutiens logistiques, mais aussi de renseignement. « La mise en œuvre de moyens nécessaires ainsi que l’attribution de mandat robuste notamment au Mali, sont plus que jamais inévitables » a-t-il ajouté.
Et de poursuivre, « aujourd’hui, plus que jamais, l’Afrique est confrontée à des défis majeurs, liés à l’insécurité et au terrorisme. Et a besoin des USA qui sont un allié stratégique pour un retour définitif à la paix et à la stabilité, selon le ministre sénégalais qui, en a profité pour magnifier le fait que, dans un contexte d’insécurité permanente, nos deux Etats coopèrent de façon étroite pour juguler les menaces à la paix, à la sécurité régionale et mondiale tel que le terrorisme et la criminalité transfrontalière ». Pour le ministre Amadou Ba, « l’Afrique est, en ce moment, secouée par de nombreux conflits et le retour de la stabilité ne peut se faire sans les africains. La situation en Libye en est un parfait exemple. Toutefois, ces efforts n’ont pas assez de moyens pour venir à bout de ces fléaux qui ont pour nom terrorisme et narco trafic ».
