Le ministre du Commerce et de la Promotion du Secteur Privé, M. Sadou Seydou a animé, hier dans la matinée, un point de presse relatif à la pénurie du gaz. Après avoir fait la genèse de la situation et ses conséquences, le ministre Sadou Seydou a expliqué les raisons de cette rupture. Il a aussi profité de cette sortie pour rassurer les consommateurs des dispositions prises par le gouvernement afin de stabiliser à la situation.
Depuis plusieurs semaines, le Niger en général, et la ville de Niamey en particulier, connaît une situation de pénurie de gaz. Comme d’habitude, dans ce genre de circonstances, les spéculations ont gagné du terrain, pendant que les consommateurs souffrent du manque de ce combustible de plus en plus utilisé. A Niamey, par exemple, les prix du gaz connaissent une augmentation exponentielle. La bouteille de 12 kg est vendue à 5000FCFA ou plus selon les quartiers et les points de vente. Les revendeurs ont profité de cette situation pour faire monter les prix qui sont officiellement fixés au plan national à 3750 FCFA pour les bouteilles de 12 kg et 1800 FCFA pour celles de 6 kg, et cela depuis 2012.
C’est pourquoi les plus hautes autorités du pays se sont saisies de la question. Au cours de ce point de presse le ministre du Commerce et de la Promotion du Secteur Privé a annoncé à la population les mesures prises par le gouvernement afin de sortir de cette crise du gaz et de stabiliser la situation. Conscient que le gaz est aujourd’hui rentré dans les habitudes des Nigériens et face à cette situation causée par la rupture dans l’approvisionnement au niveau de la SORAZ, le ministre du Commerce a annoncé l’arrivée dans les jours à venir de 2000 tonnes, pour la région de Niamey dont la demande fait plus de la moitié du besoin national. En effet, depuis le début de l’exploitation du gaz au Niger les besoins ont augmenté de manière substantielle.
Parlant de cette pénurie, le ministre en charge du Commerce a indiqué qu’elle est liée à l’approvisionnement à partir de la SORAZ, qui fournissait jusqu’à huit citernes avant, couvrant ainsi environ 60% des besoins. Mais aujourd’hui la fourniture ne dépasse pas quatre citernes. « C’est ce qui crée la rupture. C’est aussi cette situation qui engendre l’augmentation des prix. Pour combattre ce problème il faut approvisionner le marché. Le gouvernement nous a instruits pour créer un stock de régulation et la SONIDEP a lancé une commande de 2000 tonnes uniquement destinées aux marchés de Niamey. Quant à la quantité fournie présentement par la SORAZ elle permettra de ravitailler les autres localités », a annoncé le ministre du Commerce.
M. Sadou Seydou a dit que l’Etat mettra tout en œuvre pour que les prix qui sont en vigueur soient respectés, mais aussi pour assurer l’approvisionnement du gaz au Niger. Il a mentionné que ce sont plus de 600 millions FCFA de différentiel que l’Etat supporte pour les 2000 tonnes commandées pour couvrir les besoins pour deux à trois mois. « C’est insuffisant, mais nous devons agir pour que ce que nous disposons puisse être équitablement réparti à travers le pays », a-t-il ajouté. Il a assuré que la situation est sous contrôle et que le gouvernement est conscient du problème d’approvisionnement du gaz. « Mais, je dois vous rassurer que la situation que nous connaissons actuellement ne doit plus se répéter, avec les 2000 tonnes que l’Etat a commandé », indique-t-il.
Le Ministre du Commerce a rassuré les Nigériens que la SORAZ va reprendre sa production et l’Etat continuera à disposer d’un stock de sécurité pour des éventuelles ruptures. « Le Gouvernement est conscient de la situation, il a pris les choses en main et la situation sera très bientôt stabilisée par l’approvisionnement du pays à travers des interventions ponctuelles », a conclu le ministre Sadou Seydou tout en insistant sur les mesures prises pour veiller au respect des prix à tous les niveaux.
