Le Niger accueillera le Sommet extraordinaire des Chefs d’Etats et de Gouvernements de l’Union Africaine sur la Zone de Libre Echange Continentale Africaine le 25 novembre 2022 à Niamey, en marge du Sommet de l’Union Africaine sur l’Industrialisation et la diversification économique en Afrique.
C’est ce qui ressort de l’exposé du ministre du Commerce Alkache Alhada, lors du conseil des ministres du 14 septembre 2022. L’objectif de ce Sommet est de permettre au Champion de la ZLECAF l’ancien président nigérien M. Issoufou Mahamadou de soumettre à l’adoption des Chefs d’Etats et de Gouvernement de l’Union Africaine, tous les textes de la deuxième phase en cours de finalisation dans le cadre des négociations de la ZLECAF.
‘’L’essentiel des instruments devant accompagner la mise en œuvre de la Zone de Libre Echange Continentale Africaine (ZLECAF) a été mis en place par le Secrétariat Général de cette institution’’, a expliqué le ministre en charge du commerce M.Alkache Alhada dans sa communication faite à l’endroit du gouvernement.
Il s’agit à travers cette communication du ministre, de faire le point sur les processus de négociations de la Zone de Libre Echange Continentale Africaine (ZLECAF).
Il ressort à travers cette intervention du ministre en charge du commerce que le processus de négociation de la Zone de Libre Echange Continentale Africaine lancé en 2015 est caractérisé par deux (02) phases majeures notamment une phase qui concerne le commerce des marchandises, le commerce des services et le règlement des différends ; et une autre phase qui porte sur les investissements, la propriété intellectuelle, la politique de la concurrence, le commerce par les femmes et les jeunes ainsi que le commerce numérique.
Le ministre de rappeler que la phase opérationnelle de la ZLECAF a été officiellement lancée le 7 juillet 2019 à Niamey lors du 12ème Sommet extraordinaire des Chefs d’Etats et de Gouvernements de l’Union Africaine et que le 1er janvier 2021, les échanges dans le cadre de la ZLECAF ont été officiellement lancés.
Ainsi, « l’essentiel des instruments devant accompagner la mise en œuvre de la ZLECAFa été mis en place par le Secrétariat Général de cette institution », relève le ministre du commerce.
Conformément à l’article 6 et à l’article 8, alinéa 3, les négociations de la phase 2 se poursuivent sur les projets de protocoles relatifs aux différents domaines précités, souligne –t-il avant d’ajouter qu’au vu de l’évolution des négociations et des avancées enregistrées, « ces projets de protocoles pourraient être soumis à l’adoption des Chefs d’Etats et de Gouvernements de l’Union Africaine et feront partie intégrante de l’Accord dès leur adoption ».
« L’Accord sur la Zlecaf a été signé le 21 mars 2018 lors du 10ème Sommet extraordinaire des Chefs d’Etat et de Gouvernement tenu à Kigali au Rwanda et est entré juridiquement en vigueur le 30 mai 2019 », note –t-on.
