Le Président de la République Mohamed Bazoum a présidé, ce dimanche 19 décembre 2021 dans la Salle de Conférence de la Maison des Jeunes et de la Culture de Diffa, un forum sur le renforcement de la cohésion sociale dans la région.
Cette cérémonie s’est déroulée en présence du Ministre de la Défense nationale, du Secrétaire Général du Ministère de l’Intérieur et de la Décentralisation, du Président de la Haute Autorité à la Consolidation de la Paix (HACP), des responsables régionaux et des chefs coutumiers de la région.
L’objectif principal de ce forum est « de sauvegarder et renforcer la cohésion sociale dans une perspective de consolidation de la paix sous-tendue par une gestion durable des ressources naturelles ».
Selon le Général Abou Tarka, Président de la Haute Autorité à la Consolidation de la Paix, « dans une région à vocation essentiellement agropastorale, les questions de paix et de stabilité sont fortement tributaires d’une gestion équitable de ces ressources naturelles ».
« La combinaison des risques et vulnérabilités sécuritaires et naturels a entraîné des résurgences sporadiques de conflits intra et intercommunautaires (pasteurs contre pasteurs, pasteurs contre agriculteurs, pasteurs contre pêcheurs, agriculteurs contre pêcheurs, agriculteurs contre agriculteurs) », a déploré le général Abou Taka.
Pour rappel, depuis le début des années 1960, le gouvernement du Niger a mis en place une cinquantaine de textes réglementaires aussi pertinents les uns que les autres pour réguler l’accès et l’utilisation des ressources naturelles communes de manière à prévenir les conflits ruraux liés à la gestion de ces ressources.
Pour le Président de HACP, certes « un seul forum ne suffira pas à relancer et renforcer durablement les dynamiques de paix et de cohésion intercommunautaires dans la région de Diffa ». Il faut donc, a-t-il ajouté, créer les conditions des « progrès qui seront mesurés à travers les rapports périodiques du comité de suivi des recommandations de ce forum de décembre 2021 » en ce qu’ils « aideront dans la décision pour l’organisation des prochains forums ».
« La HACP continuera à accompagner nos administrations sur le terrain et notre ambition est de sauvegarder et renforcer la cohésion sociale dans une perspective de consolidation de la paix et pour une gestion durable des ressources naturelles dans la région de Diffa », a informé le général Abou Tarka.
Quant au gouverneur de la région de diffa, il a d’abord tenu à remercier le Président de la République pour avoir présidé ce forum et aussi son gouvernement qui n’a ménagé aucun effort pour la réussite de la fête de la République dans la région de diffa.
Il a, enfin, retracé l’historique et l’objectif de ce forum qui se déroulera du 19 au 20 décembre 2021 dans la capitale du Manga.
