Niamey abrite depuis ce mercredi 15 Janvier 2020, le premier forum international consacré à la mobilité urbaine, sous l’égide du ministre des transports M. Mamadou Karidjo et du président de la délégation spéciale de la ville de Niamey M. Moctar Mamoudou. Une rencontre qui durera deux jours, du 15 au 16 janvier, prise par la ville de Niamey en collaboration avec la Coopération pour le Développement et l’Amélioration des Transports Urbains et semi urbains (CODATU), représenté par son secrétaire général M. Christian Philip, et la Régie Autonome des Transports par Rivière (ARTP/Coopération) représentée par M. Thibault de LAMBERT.
Une rencontre d’échange et de mutualisation des connaissances et expériences autour des questionnements sur les villes, les territoires urbains au regard de l’émergence de plusieurs enjeux dont le changement climatique, la croissance démographique et spatiale, et la situation sécuritaire. Il s’agit de mettre à profit le dialogue entre les gestionnaires de ville, les experts, les professionnels, les chercheurs et étudiants pour jeter les bases d’une politique de mobilité urbaine soutenable favorisant durablement l’amélioration de la qualité de vie au sein de la capitale Niamey et les autres villes du Niger.
«Ce forum est un soulagement pour nous, gestionnaires des villes que nous sommes » a déclaré le maire de la ville de Niamey, et « c’est avec beaucoup d’intérêt que nous accueillons ce grand forum à Niamey pour un exercice de prospective dans un domaine peu étudié à l’échelle des villes, et cette rencontre, c’est nourrir l’ambition d’aboutir à partir des diagnostics et a des bonnes orientations de la question de la mobilité des personnes et des biens dans notre capitale qui est désormais une grande ville à la suite des changements physiques considérables opérés sur le tissu urbain en terme d’équipement et d’infrastructure et d’autres aménagements urbains à l’initiative du président de la république SEM Issoufou Mahamadou à travers le programme Niamey N’Nyala ».
Une opportunité d’échanger et de capitaliser des expériences diverses à une échelle internationale large.
Le choix du thème mobilité urbaine n’est pas fortuit selon le président de la délégation spéciale « aujourd’hui se déplacer dans Niamey devient une difficulté réelle, surtout pour les populations à faible revenu, le plus souvent éloigné du centre-ville et des activités urbaines, l’offre est parfois rare ou n’existe pas. Les analyses qui en découlerons devraient nous permettre d’ajuster les conditions de l’action publique, notamment en matière d’aménagement de l’espace et d’organisation de service »
L’aspect démographique est aussi un fait majeur à prendre en compte selon le Maire pour faciliter la mobilité urbaine, la ville de Niamey dispose d’un taux de croissance de 4, 24 % selon les données de l’INS couplée aux migrations de la population rurale vers les grandes villes. Et ce forum va conduire à réfléchir sur ce qu’il faut faire pour prendre en compte ces mutations en cours, en lien avec la mobilité et globalement la politique de la ville.
M. Christian Philip de la CODATU a dans la foulée des interventions expliqué les raisons ayant motivées l’organisation d’un tel forum : « nous avons constaté la volonté politique incarnée par le maire de la ville de Niamey de définir une stratégie en matière de mobilité urbaine, et nous lui avons suggéré ce forum pour engager un tel processus. Ayant agi ainsi dans d’autres pays à plusieurs occasions, nous pensons qu’une manifestation de telle nature doit être un préalable essentiel. L’objectif c’est de réunir l’ensemble des secteurs public et privé concernés et intéressé dans ce défi, et aussi d’afficher une feuille de route avec l’adoption d’une stratégie politique et technique qui permettront de donner suite au forum ».
Etaient présents des ministres, des députés nationaux, des chefs traditionnels et leaders religieux, des représentants des institutions diplomatiques, des représentants des mairies du Burkina Faso et de l’Algérie, chercheurs et étudiants. Tout au long de la journée quatre plénières se suivront : la gouvernance et financement du transport urbain ; l’aménagement urbain et mobilité ; le transport artisanal et/ou formel et le transport public et institutionnel.
Le ministre des transports, M. Karidjo Mamadou dans son allocution d’ouverture du forum a fait montre d’un engagement de son département ministériel à accompagner les différentes activités et à prendre en compte les différentes résolutions qui en découleront.
