A Niamey, des échauffourées ont éclaté ce vendredi en début d’après-midi, entre la police et des manifestants qui répondaient à un appel d’un collectif d’associations de la societé civile. Peu après la fin de la prière de vendredi, des groupes de manifestants ont essayé de converger vers la « Place de la concertation », à la devanture du Parlement situé en plein centre-ville, où devrait se tenir le meeting. La police qui a déployé un imposant dispositif sécuritaire, autour de la place et au niveau de plusieurs carrefours de la capitale, est vite intervenue pour empêcher aux manifestants de se regrouper vers le lieu indiqué. Des incidents ont alors éclaté en plusieurs endroits et quartiers de la ville et la police a dû faire usage de gaz lacrymogènes pour disperser les manifestants. A plusieurs endroits, certains manifestants, en majorité des jeunes, ont mis le feu à des pneus et lancés des projectiles contre les forces de maintien de l’ordre.
Le calme est revenu en fin de soirée sans incidents majeurs même si on notait quelques tentatives de saccage de biens publics et privés par des badauds. La circulation a été également perturbée pendant une bonne partie de l’après-midi, dans le centre-ville.
Manifestation pacifique mais interdite par les autorités
Les manifestants répondaient à un appel d’un collectif d’organisations de la société civile qui compte « pacifiquement », apporter son soutien aux Forces de défense et de sécurité (FDS) engagées au front contre le terroriste, et aussi, « exiger le départ des forces étrangères » du Niger, notamment les militaires français de l’opération Barkhane. Comme c’est le cas ces derniers temps, à chaque fois que ces associations appellent à une manifestation du même genre, les autorités municipales ont également interdit la manifestation de ce vendredi 17 janvier. Les organisateurs ont toutefois décidé de braver cette interdiction et se sont opposés aux forces de maintien de l’ordre durant une bonne partie de l’après-midi. Pour les organisateurs, en dépit que la non-tenue de la manif, l’objectif est atteint car l’appel a été entendu. « Face à des manifestants pacifiques, mains nues, le gouvernement a fait déployer une véritable armada des forces anti-émeute, bloquant hermétiquement l’accès à la place de la Concertation. Tellement, il est allergique à toute initiative citoyenne de soutien aux forces armées, et de dénonciation de la présence des forces extérieures, notamment de Barkhane », a estimé Moussa Tchangari, secrétaire général de l’association Alternative Espace Citoyens (AEC), et un des organisateurs de la manifestation, qui a dénoncé la restriction grandissante des espaces civiques dans un contexte d’insécurité grandissante.
« Le meeting prévu à cette place n’a pas pu se tenir; mais, le monde entier a été témoin de notre volonté de faire entendre un autre son de cloche que celui des autorités acquises aux intérêts de l’impérialisme. Bravo et merci à ceux et celles qui se sont mobilisés tout autour de la place de la concertation, et qui sont restés stoïques et pacifiques face à l’Armada policière déployée.
