La capitale Nigérienne abrite du 23 au samedi 25 janvier 2020 prochain, les activités marquant le 40e anniversaire du Fonds de Solidarité Africain (FSA). Un évènement majeur dont l’apothéose verra la participation de 500 personnalités parmi lesquels des Chefs d’Etats et de gouvernements qui échangeront sur la participation de ladite structure dans le développement des pays africains.
Durant cette assise, ces Chefs d’Etats des pays membres du Fonds de Solidarité Africain (FSA) auront à animer une conférence sous le thème « Le Fonds de Solidarité Africain, 40 ans au service de l’émergence africaine : défis et perspectives pour une nouvelle dynamique ». Une thématique qui interpelle ces leaders africains à faire une analyse sur les quarante années de service du Fonds de Solidarité Africain (FSA), afin de soulever les contraintes qui freinent son intervention dans les pays africains. Les participants auront également à proposer des solutions qui permettront sans nul doute un meilleur partenariat entre le FSA et les Etats.
Le Fonds de Solidarité Africain a été créé le 21 décembre 1976 avec pour mission de faciliter le développement économique de ses Etats membres africains en jouant le rôle de catalyseur des systèmes financiers. Pour accomplir sa mission il dispose de trois techniques d’intervention à savoir la garantie des prêts bancaires et des missions d’emprunts obligataires, la bonification de taux d’intérêts et l’allongement de la durée des prêts par l’octroi d’avance de refinancement. Rappelons qu’à la fin de l’année 2019, les interventions du FSA se chiffrent à 554,366 milliards en garantie de financements, 19,415 milliards de francs CFA au titre des interventions en bonification, 9,099 milliards de CFA de refinancements et les prises de participations dans le capital de quelques entreprises des Etats membres ont atteint 2.199.000.000 francs CFA.
Le FSA à son siège à Niamey et compte quatorze (14) pays Etats membre dont huit (8) pays membre de la CEDEAO, trois (3) pays du COMESA et trois (3) pays de la CEMAC.
