La Banque Centrale des États de l’Afrique de l’Ouest (BCEAO) vient de prendre le média français RFI à contre-pied. Selon une information diffusée le mardi 15 août 2023 par Radio France Internationale, la Banque Centrale des États de l’Afrique de l’Ouest (Bceao) continue d’alimenter chaque semaine les banques nigériennes en liquidités.
Mais la Banque Centrale des États de l’Afrique de l’Ouest qui est revenue sur cette information précise qu’«il s’agit d’une interprétation erronée du fonctionnement des guichets à travers lesquels la Banque Centrale accorde des ressources aux banques de l’Union». Dans un communiqué daté du 16 août 2023, la Banque souligne qu’en effet, «les montants indiqués par ce média ne correspondent pas à de nouvelles injections de liquidités». A son avis, il s’agit plutôt de reconductions d’encours de créances de la Banque Centrale, d’échéances hebdomadaire et mensuelle, sur les banques du Niger, qui existaient avant la prise des sanctions.
Avant de rassurer que «ces reconductions n’entraînent donc pas de nouvelles injections de liquidités».
Le manque criard de liquidités dans les banques nigériennes
A l’inverse des informations diffusées par Rfi, les banques du Niger manquent de liquidités depuis la mise en application des sanctions de la Cédéao. L’argent ne circule presque pas. Il y a des restrictions dans le retrait de liquidités dans les banques. Pour les gros montants, impossible de dépasser la barre de 200.000 Fcfa – soit 300 euros. Même les salaires, pourtant virés sur les comptes des bénéficiaires, sont difficiles d’accès.
Cette situation est la conséquence des restrictions aux banques commerciales imposées par la Banque centrale des États de l’Afrique de l’Ouest, BCEAO. Une décision qui constitue un abus de pouvoir, estime l’économiste Soly Abdoulaye. « Normalement les banques commerciales établies au Niger ne doivent pas connaître une restriction de monnaies vis-à-vis de la BCEAO. C’est une extrapolation, c’est une sorte d’abus de pouvoir et de position qui fait qu’aujourd’hui, la BCEAO a restreint l’argent au niveau des banques commerciales. »
Face à ces restrictions et l’inflation qui ne fait que grimper ainsi que les prix des produits de première nécessité, les Nigériens sont contraints de serrer la ceinture.
