Le président de la Haute autorité de lutte contre la corruption et les infractions assimilées (HALCIA), Gousmane Abdourahamane, a présidé ce lundi 21 décembre 2020, une cérémonie marquant la mise en place d’un Observatoire pour les élections législatives et présidentielles du 27 décembre 2020. Cette rencontre a vu la présence d’éminentes personnalités telles que, le Représentant de la CENI ; les Commissaires de la HALCIA ; le Président de Transparency International Niger ; les représentants des organisations de la société civile ; les représentants des médias, les représentants des organisations féminines et de jeunesse.
Dans son allocution de circonstance, le président de la Haute Autorité de la Lutte contre la corruption et les Infractions Assimilées (HALCIA), Abdourahmane Gousmane a d’abord présenté ses remerciements aux différents collaborateurs pour avoir accepté de constituer un observatoire pour les élections législatives et présidentielles du 27 décembre 2020. « Votre présence parmi nous ce matin témoigne de l’intérêt tout particulier que vos structures accordent aux questions touchant à la lutte contre la corruption en général et à la crédibilisation du processus électoral en cours dans notre pays, en particulier » a-t-il souligné.
La bonne tenue des élections est une condition indispensable à la stabilité des institutions et à la paix sociale. Raison pour laquelle, conformément à ses missions de prévention, la HALCIA a décidé de « mettre en place avec vos structures cet outil de veille et de surveillance des élections » a déclaré Abdourahmane Gousmane, avant d’ajouter que « je voudrais en particulier vous engager à agir sur le terrain avec impartialité, objectivité et responsabilité afin de relever les dysfonctionnements et autres pratiques corruptives de nature à entacher la crédibilité des votes ».
Selon Abdourahmane Gousmane, pour assurer une meilleure surveillance des élections, la HALCIA a élaboré un guide pratique de l’observation des élections en s’inspirant du code électoral nigérien et des bonnes pratiques communément admises en matière d’observation des élections. « Au cours de cette même session ce guide fera l’objet d’échanges afin que chaque observateur saisisse la mesure de ses missions et responsabilités. Je vous demande par conséquent de participer activement aux échanges et de poser éventuellement toutes les questions utiles à la bonne exécution du travail sur le terrain ».
L’observatoire mis en place couvre les huit (8) régions du Niger à travers seize (16) localités. Sur ce, le président de la HALCIA n’a pas hésité à remercier la CENI et s’est montré confiant, « je ne doute pas que cette même dynamique sera observée avec vos représentants sur le terrain, j’ai nommé les commissions électorales, afin que tous ensemble, nous contribuons à l’atteinte de notre objectif commun c’est-à-dire des élections libres, transparentes, apaisées et exemptes de pratiques corruptives ».
Il est à noter qu’au cours de cette session ont également eu à échanger sur les enjeux liés à la corruption en période électorale sous la forme d’éléments de sensibilisation destinés aux membres des commissions électorales et des bureaux de vote afin de placer chacun dans sa responsabilité d’acteur central dans le bon déroulement des élections. « La HALCIA, en choisissant vos structures pour être membres de notre observatoire sait qu’elle peut compter sur les valeurs d’intégrité que vous portez. Par conséquent, je reste convaincu que les missions à vous confiées seront conduites avec abnégation et professionnalisme » a conclu Abdourahmane Gousmane. L’Observatoire mis en place par la HALCIAest notamment composé de représentants de l’institution, ceux de la CENI, de Transparency International, d’OSC et d’organisations de femmes et de jeunes.
