La Côte d’Ivoire et le Ghana, les deux premiers producteurs mondiaux de cacao, suspendent leur vente jusqu’à nouvel ordre pour le cacao qui sera récolté en octobre 2020. Les deux pays essaient ainsi d’obtenir des marché un prix plancher. Objectif affiché : mieux rémunérer les producteurs.
C’est un bras de fer qui s’est engagé ces deux derniers jours à Accra. Pour la première fois, les acteurs ivoiriens et ghanéens de la filière cacao – près des 2 tiers de la production mondiale – unissent leurs forces pour tenter d’infléchir les marchés.
Leur alliance vise à obtenir un prix plancher : 2 600 dollars la tonne. Concrètement, pour faire pression sur ces marchés, la Côte d’Ivoire et le Ghana suspendent jusqu’à nouvel ordre la vente du cacao qui sera récolté lors de la campagne 2020-2021. Il faut savoir que l’essentiel de la récolte est vendu avant le début de chaque campagne.
Le but affiché de cette épreuve de force qualifiée « d’historique » par certains opérateurs, c’est de mieux rémunérer les producteurs. Aujourd’hui en Côte d’Ivoire où le cacao pèse 10% du PIB, le prix bord-champ fixé par l’État à 750 francs le kilo cette année, n’est pas respecté.
Il se situe en réalité plutôt entre 500 et 700 francs le kilo selon l’Association nationale des producteurs de Côte d’Ivoire, l’ANAPROCI, dont le président Kanga Koffi est très réservé sur l’issue des discussions d’Accra.
« On attend de voir quel sera l’impact réel sur le terrain pour les producteurs. L’État de Côte d’Ivoire a déjà décaissé 38 milliards de FCFA de subventions, mais les producteurs n’en ont pas bénéficié », explique le président de l’ANAPROCI.
Selon Kanga Koffi, compte tenu des charges, officielles ou officieuses, qui pèsent sur les producteurs ivoiriens, un prix décent se situerait autour de 1 000 francs le kilo.
Les producteurs devraient en savoir plus le 3 juillet lors d’une réunion technique à Abidjan convoquée pour discuter de la mise en œuvre de ce prix plancher.
