Ouverture le mardi 20 octobre 2020 à Niamey par la Ministre de l’Energie du Niger, Dr Amadou Aïssata de la 34ème session du Conseil d’Administration du géant de l’énergie Nigériane, Mainstream Energy Solutions Limited, qui se tient pour la toute première fois au Niger. C’était en présence de la présidente du Conseil d’Administration, du Directeur général de la NIGELEC, des Administrateurs de Mainstream, du Gouverneur de la région de Niamey et des chefs coutumiers et religieux.
C’est en effet à la faveur de la construction des barrages de KAINJI et JEBBA sur le fleuve Niger que les gouvernements des deux pays ont signé depuis 1972 un accord à travers lequel le gouvernement de la République Fédérale du Nigeria consent à céder à la République du Niger de l’Energie électrique. Un renouvellement de cet accord en 2007 a prolongé cette fourniture en énergie électrique pour une durée de 20 ans. La coopération dans le domaine de l’énergie électrique entre la République du Niger et la République Fédérale du Nigeria est un exemple de coopération sud-sud réussie.
Dans son intervention, la Ministre en charge de l’Energie, Dr Amadou Aïssata a d’abord rappelé que : « la mise en œuvre pratique de cet accord a été déléguée aux Sociétés Nationales d’Electricité des deux pays à savoir la NIGELEC pour le Niger et pour le Nigeria successivement la NDA, la NEPA et la PHCN dont la privatisation a donnée naissance à plusieurs compagnies notamment Mainstream Energy Solutions Limited ».
En outre, la Nigérienne de l’électricité (NIGELEC) a été désignée comme partenaire et représentera le Niger dans l’entité Mainstream. À cet effet une prise de participation représentant environ 5% du capital de Mainstream a été accordée à la NIGELEC. Les sociétés Mainstream et NIGELEC sont selon la ministre en charge de l’Energie deux sociétés sœurs et interdépendantes. La NIGELEC est copropriétaire de Mainstream et cette dernière, est le principal fournisseur d’énergie électrique à la NIGELEC.
La ministre de l’énergie du Niger, Dr Amadou Aïssata a encouragé la qualité relationnelle des deux sociétés qui se traduit par beaucoup d’avantages pour la NIGELEC et au-delà pour le Niger. Il s’agit du prix de cession de l’énergie électrique, de l’amélioration quantitative et qualitative de la prestation de service telle que la fourniture de l’énergie électrique à la NIGELEC pour laquelle un transformateur 330/132KV de 150 MVA à Birnin Kebbi a été dédié au Niger et de la promptitude des actions de maintenance sur les ouvrages de transport.
Pour sa part, le Chairman de Mainstream Energy Solutions Limited, le Colonel Sani Bello a après un bref historique de la relation entre les deux pays et les deux sociétés, précisé qu’habituellement ce Conseil d’Administration qui est à sa 34ème session se tient au Nigéria, c’est la première fois qu’il se tient au Niger. «Mainstream compte augmenter, la capacité de production de l’énergie, ce qui va permettre au Niger de profiter davantage. Dans les prochaines années le Niger sera beaucoup plus éclairé». «La relation entre le Niger et le Nigeria a non seulement permis à Mainstream d’être une société nationale au Nigeria mais aussi une société panafricaine», a-t-il apprécié. La survenue de la covid-19 a freiné les activités de la société Mainstream et a limité les rencontres du Conseil d’Administration, a déploré le Chairman de Mainstream Energy Solutions Limited.
Enfin, la Ministre en charge de l’Energie du Niger, Dr Amadou Aïssata a tenu à remercier, au nom des plus hautes autorités du Niger, la société Mainstream pour son apport à travers un don de 150 tonnes de riz, 30 tonnes de farine de maïs enrichie, 25 tonnes de sel, 300 bidons d’huile de 5 litres chacun et 6000 moustiquaires, le tout pour une valeur de 130 Millions de FCFA aux populations nigériennes, sinistrées des inondations.
