Le ministre des Finances, M. Ahmed Jidoud, a présidé ce lundi 14 juin 2021 à Niamey, la cérémonie de lancement du Système Informatisé de Suivi des Impôts et des Contribuables (e-SISIC), la nouvelle plateforme de déclaration et paiement des impôts en ligne de la Direction Générale des Impôts (DGI). Il s’agit d’une initiative innovante qui s’inscrit dans le cadre de la poursuite du processus de dématérialisation, d’amélioration de la qualité des services aux usagers et de modernisation du système fiscal du Niger.
La cérémonie de lancement du portail en ligne du Système Informatisé de Suivi des Impôts et des Contribuables (e-SISIC) a été rehaussée par la présence de plusieurs membres du gouvernement, des cadres du ministère des Finances et celui de la Direction Générale des Impôts (DGI), des représentants de l’Association professionnelle des banques et établissements financiers du Niger (APBEF/N) et de la Chambre de commerce et d’industrie du Niger (CCIN) ainsi que de plusieurs invités au rang desquels des chefs d’entreprises et professionnelles des finances et de la comptabilité.
Dans le mot de bienvenue qu’il a prononcé à cette occasion, le Directeur général adjoint des Impôts, M. Ibrahim Abdoulaye, a souligné que cette cérémonie qui marque le lancement de la plateforme de paiement des taxes et impôts en ligne est d’une importance capitale pour la DGI, en ce sens « qu’elle marque un changement d’approche dans les relations qui lie l’administration fiscale à ses usagers ». Il a rappelé qu’elle constitue l’aboutissement d’un long processus entamé depuis plusieurs années au niveau du ministère des Finances et qui s’est traduite, particulièrement au niveau du système fiscal, par des réformes en profondeur qui se traduisent, entre autre, par une refonte du cadre légal ainsi que la modernisation des procédures. Ces réformes dont l’e-SISIC est l’un des projets majeurs visent plusieurs objectifs, a poursuivi le directeur général adjoint des impôts, parmi lesquels, « l’amélioration du civisme fiscal et la promotion de l’équité fiscal en offrant aux usagers des services de qualité ». C’est pourquoi, au nom du Directeur général des impôts, M. Assane N’Diaye, il a rendu un vibrant hommage à tous ceux qui ont contribué à la réalisation de ce projet notamment les différents ministres qui se sont succédés à la tête du département depuis le lancement du processus, les directeurs généraux des impôts mais également les membres du comité de pilotage ainsi que l’équipe technique qui ont travaillé pour faire aboutir cette réforme capitale pour la mobilisation des ressources fiscales.
Une nouvelle offre innovante
En procédant au lancement officiel de la nouvelle plateforme en ligne de déclaration et de paiement des impôts et de taxes, le ministre des Finances, M. Ahmat Jidoud, a souligné, de prime abord, que le renforcement des capacités opérationnelles et l’amélioration de cadre de travail des agents de l’administration constituent un gage de performance, qui est attendue au niveau de toutes les structures du ministère. « En ce qui concerne particulièrement la Direction Générale des Impôts, cet aspect est très significatif, puisqu’il s’agit de l’administration fiscale chargée de la mobilisation des ressources internes nécessaires pour la mise en œuvre des politiques publiques », a ensuite mis en avant M. Ahmed Jidoud. C’est pourquoi le ministre des Finances s’est félicité de la concrétisation de ce projet et a saisi l’occasion pour rendre hommage à ses prédécesseurs ainsi qu’à tout ceux qui ont œuvré à l’opérationnalisation de la plateforme e-SISIC qui permettra d’améliorer non seulement le civisme fiscal, standardiser les procédures, mais aussi d’automatiser les échanges avec les autres administrations. « A travers la plateforme e-SISIC, l’Etat du Niger s’est doté d’un outil moderne et intégré de gestion fiscal », a poursuivi le ministre Jidoud qui n’a pas manqué de rappeler les multiples objectifs de cette innovation plus particulièrement pour les contribuables. Pour ces derniers, elle vise, en effet et entre autre, à faciliter les échanges à distance avec l’administration fiscale et l’accès aux dossiers fiscaux, réduire les temps consacrés à la gestion des questions fiscales et par conséquent améliorer la productivité de l’entreprise, sécuriser le paiement des impôts, garantir la transparence dans la gestion du dossier fiscal.
« Les résultats et objectifs assignés à cette réforme ne seront véritablement atteints sans une adhésion massive de tous les contribuables », a toutefois mis en exergue le ministre Ahmed Jidoud, et c’est pourquoi, il a invité tous les assujettis notamment les institutions, les entreprises et tous les contribuables à s’inscrire sur la plateforme et à profiter des opportunités qu’offre la plateforme de télé service.
Auparavant, le coordinateur du projet e-SISIC à la DGI, M. Mahamane Mal Ousmane, a présenté à l’assistance la plate-forme ainsi que la vision et les objectifs qui ont présidé à sa mise en œuvre. Il a ainsi détaillé son fonctionnement ainsi que les avantages qu’elle offre pour l’administration fiscale et pour les usagers. Des explications qui ont été par la suite détaillées par le staff technique du projet à travers une présentation du cadre légal, des modalités d’inscription ainsi que du mode de fonctionnement de l’e-SISIC. Des échanges avec les contribuables ont également permis de donner d’amples explications aux participants et surtout de les rassurer sur la fiabilité, la simplicité et surtout la confidentialité et la sécurisation de leurs données sur la plate-forme digitale.
