COMMUNIQUE N° 033/CM/2022 DU CONSEIL DES MINISTRES DU JEUDI 15 DECEMBRE 2022
En application de l’article 73 de la Constitution, le Premier Ministre a reçu du Président de la République, une délégation de pouvoirs pour la présidence d’un Conseil des Ministres.
C’est ainsi que, Son Excellence, Monsieur OUHOUMOUDOU MAHAMADOU, premier Ministre, Chef du Gouvernement a présidé ce jour, jeudi 15 décembre 2022, un Conseil des Ministres.
Après examen des points inscrits à l’ordre du jour, le Conseil a pris les décisions suivantes :
I AU TITRE DU MINISTERE DES AFFAIRES ETRANGERES ET DE LA COOPERATION
Le Conseil des Ministres a adopté le projet de loi autorisant la ratification de l’Accord de financement, d’un montant de trois cent cinquante millions (350.000.000) de dollars, signé le 13 décembre 2022 à Niamey, entre la République du Niger et l’Association Internationale de Développement (AID), pour le financement du développement pour une croissance résiliente et le renforcement du capital humain ;
L’Accord de financement objet du présent projet de loi a pour objectifs :
- le renforcement du cadre institutionnel pour la résilience économique et sociale aux chocs ;
- l’amélioration de la prestation de services pour développer le capital physique et humain ;
- le renforcement de la gouvernance des ressources naturelles.
Cet Accord entre dans la catégorie des instruments juridiques internationaux dont la ratification nécessite l’adoption préalable d’une loi d’autorisation, conformément à l’article 169 de la Constitution du 25 novembre 2010.
II AU TITRE DU MINISTERE DE LA COMMUNICATION
Le Conseil des Ministres a adopté le projet de loi déterminant le traitement de base, les indemnités et les autres avantages alloués au Chef de file de l’opposition politique.
Le présent projet de loi est pris en application de l’article 22 (nouveau) de l’ordonnance n° 2010-85 du 16 décembre 2010 portant statut de l’opposition qui prévoit que les avantages du Chef d file de l’opposition sont déterminés par la loi.
Les deux présents projets de lois seront transmis à l’Assemblée Nationale.
L’ordre du jour étant épuisé, Son Excellence Monsieur le Premier Ministre, Chef du Gouvernement a levé la séance.
