A quelques jours de la fin du délai fixé pour le 14 juillet 2020 par le ministère des transports à travers un communiqué en date du 25 juin dernier, pour le remplacement de l’ancien permis, plusieurs milliers de personnes convergent vers les locaux de HAROUN PRINTING pour se conformer à la règle dans un contexte où l’opération continue de susciter des débats au sein de l’opinion.
En effet, depuis son lancement, l’opération qui consiste à moderniser le permis de conduire de format papier en permis de conduire biométrique a fait l’objet de très vives contestations au sein de l’opinion qui juge exorbitant le prix pour sa confection qui était alors fixé à 19.000 FCFA par la société adjutatrice du marché HAROUN PRINTING, une filiale d’une société internationale libanaise. Face à la fronde suscitée et après intervention des autorités étatiques, ce montant sera revu à la baisse et est désormais de 10.500 FCFA. Là encore, ce nouveau prix, n’est pas du goût de tout le monde et certains n’hésitaient pas à accuser le ministre des transports Mamadou Karidjo d’être de mèche avec ladite société. Face à la levée de bouclier et des accusations, la HALCIA s’est saisie du dossier, qui par la suite, a relevé plusieurs irrégularités dont des conflits d’intérêts impliquant de hauts responsables du ministère. Mais pour éviter des tractations judicaires coûteuses, selon les autorités, le gouvernement a maintenu le marché avec la société.
C’est dans ce contexte que l’opération a repris de plus belle, le délai pour le remplacement étant presque à son terme. Ce qui explique une forte affluence des usagers ces derniers temps devant les locaux de la société HAROUN PRINTING, le parking auto ne peut plus les contenir allant jusqu’au goudron dépassant le siège du MNSD qui se trouve à quelques encablures de là. L’impatience se lie sur le visage des usagers qui sont obligés de se présenter sur les lieux souvent à 4 heures du matin pour espérer un service rendu souvent à 9 heures laissant toute sorte d’obligation sociale et professionnelle.
« Moi je suis là depuis 5 heures du matin, et comme vous pouvez le constater je suis toujours en attente, je ne sais pas à quelle heure ce sera mon tour car j’ai trouvé plusieurs personnes sur les lieux avant mon arrivée », témoigne un des usagers Moustapha Chagari
Pour sa part M. Illa Moumouni s’indigne sur le fait qu’il existe un traitement de faveur entre les usagers car souvent l’ordre d’arrivée n’est pas respecté « moi je suis venu hier et j’ai quitté sans mon permis étant énervé en voyant les gens qui sont arrivés après avoir accès me laissant derrière la porte » « nous espérons vraiment que les autorités puissent prolonger le délai car à cette allure il ne serait possible de servir tout le monde » a-t-il ajouté.
Quelques jours plus tôt, en guise d’exemple, le Président de la République Issoufou Mahamadou et le chef de file de l’opposition politique M. Hama Amadou se sont faits établir leurs permis de conduire biométrique. Mais comme on peut l’imaginer, ils n’ont pas eu besoin de faire la queue pendant des heures pour cela.
