Alors qu’un bras de fer les oppose au Syndicat National des Enseignants et Chercheurs du Supérieur (SNECS), les autorités en charge de l’éducation ont lancé à travers un communiqué un recrutement des enseignants vacataires pour dispenser les cours dans les universités publiques du Niger. C’est décision n’est pas vue d’un bon œil par les étudiants et certains acteurs de la société civile qui la trouve inopportune.
En un sens, c’est une mesure qui était attendue depuis des années par les étudiants qui de tout temps, déplorent une insuffisance du personnel enseignants dans les universités publiques du Niger. Mais c’est le timing choisi par le gouvernement qui suscite la polémique et l’incompréhension. C’est ce que déplorent nombre d’apprenants présents la semaine dernière à la sortie des huit sections des UP du Niger : « On aurait préféré qu’on recrute parce qu’il y’a toujours une insuffisance des enseignants et non pour remplacer les enseignants chercheurs en grève » soutient l’un d’eux. En effet, l’initiative prise par le gouvernement vise à remplacer les enseignants grévistes par des vacataires : « Je ne peux pas dire que cette solution n’est pas bonne mais d’un côté nous avons plus besoin des enseignants qui vont appuyer les enseignants chercheurs donc le gouvernement et le SNECS doivent trouver un terrain d’entente parce que c’est nous qui perdons, ils n’ont pas leurs enfants ici » renchérit un autre étudiant de l’Université Abdou Moumouni de Niamey.
Cette manœuvre envisagée par le gouvernement est aussi vue d’un mauvaix œil par les acteurs de la société civile. Selon Elh. Idi Abdou, le gouvernement veut créer une division entre les enseignants chercheurs « Ils tentent cela pensant diviser les enseignants, ça relève de la stratégie classique diviser pour mieux régner, pour diviser effectivement les enseignants chercheurs. C’est ce qui démontre la nature autocratique de ce gouvernement. C’est en mars qu’un gouvernement va lancer un appel pour recruter des vacataires à l’université ?…Dans tous les cas, les enseignants chercheurs savent ce qu’ils font. L’objectif du gouvernement, c’est de faire douter certains enseignants afin qu’ils refusent de suivre le mot d’ordre de grève du syndicat et qu’ils reprennent les cours sans qu’il y ait des négociations, sans que la plateforme revendicative du SNECS n’ait abouti. Le gouvernement veut le beurre et l’argent du beurre mais malheureusement, cette stratégie a montré ses limites », a-t-il confié au micro de nos confrères de Labari TV. .
Rappelons que le SNECS avait lancé un mot d’ordre de grève d’un mois entre le 20 janvier et 19 février et que malgré cela, les discussions sont toujours au point mort avec l’exécutif. Les enseignants chercheurs ont ensuite durcit le ton et décidé de considérer comme réalisés les semestres impairs (S1, S3 et S5), de sursoir à tout rattrapage de cours, examens, TD, TP, délibérations, soutenances, encadrements, jusqu’à nouvel ordre. Ce qui pousse les étudiants, craignant une année académique au rabais, à tirer sur la sonnette d’alarme, exhortant les enseignants chercheurs et le gouvernement à revoir leurs positions pour le bien de l’éducation au Niger.
