Le Sahel face aux multiples défis sécuritaires : le ministre Issoufou Katambé donne des détails au Forum de Dakar

Face à l’insécurité qui ne cesse de s’amplifier au Sahel et ailleurs sur le continent, la capitale sénégalaise, Dakar, a accueilli la deuxième édition du Forum sur la paix et la sécurité. Cette assise internationale ambitionne de poser les sujets liés à l’insécurité, d’en débattre et de trouver des pistes de solutions.

Malgré les importants efforts consentis par les forces de défense et de sécurité dans la lutte contre le terrorisme au sein de la force multinationale mixte du bassin du Lac Tchad et dans la force conjointe du G5 Sahel ainsi que leurs alliés, cette menace fait encore preuve d’une résilience déconcertante comme le prouve la multiplication des attaques meurtrières successives de ces dernières semaines au Burkina et au Mali.

Lors du forum de Dakar sur la Paix et la Sécurité, le ministre de la Défense du Niger, M. Issoufou Katambé qui animait une plénière, le mardi 19 novembre, sur le thème « Face à la crise du multilatéralisme : quelles réponses aux limites de la paix et de la sécurité en Afrique ?» a donné des détails précis sur les causes de cette crise au Niger, notamment la région de Diffa, la partie sud Est du pays encore plus touchée par la situation. S’exprimant notamment sur les causes de la résurgence du terrorisme qui sévit dans la région du Sahel, le ministre a révélé que dans la région de Diffa, il n’y a pas moins de 300 000 déplacés et réfugiés. Selon lui, cette situation a commencé en 2012. Et la plupart de ces personnes s’y sont installés à l’âge de 12 ans. Aujourd’hui, ces jeunes ont 17 ans et sont devenus de « potentiels combattants » de Boko Haram.

Il s’agit en effet des jeunes enfants qui n’ont pas fréquenté les écoles et n’ont reçu aucune éducation encore moins une formation pour prétendre avoir un métier dans l’avenir, ils sont à la merci de toutes les manipulations mentales. Ce qui constitue un réel danger pour l’avenir des populations du Sahel.

Et la majeure partie d’entre eux sont des enfants. Ces derniers endoctrinés, opèrent leurs attaques à pied, en moto, à cheval ou encore à chameau. Ils sont prêts à mourir à tout moment et à tout prix. Leur objectif principal est de récupérer la zone de Diffa Niger et de Maïduguri (Nigéria). Semer la terreur et y installer leur califat.

Une éventualité contre laquelle, le Président sénégalais Macky Sall, hôte dudit forum a appelé à lutter grâce à une « action plus efficace et à une mutualisation des moyens dans l’intérêt des populations ». La lutte contre le terrorisme doit être une cause internationale qui exige un engagement sincère de tous les États du continent a-t-il lancé.
