Niamey abrite du mardi 23 au jeudi 25 mai le 2ème forum international annuel sur le développement de la région du Lac Tchad. Cette assise est placée sous le thème « Intégration régionale et gestion des risques liées aux ressources naturelles : solutions pour la paix et un développement économique durables dans la région du Lac Tchad ». L’ouverture dudit forum a été présidée par le Premier Ministre, Chef du gouvernement M. Ouhoumoudou Mahamadou.
Le Centre International de conférences Mahatma Ghandi de Niamey a servi de cadre au 2ème forum international organisé par la Commission du Bassin du Lac Tchad via le Projet de Relèvement et de Développement du Lac Tchad (PROLAC) et le Programme Multisectoriel de Relèvement de Crise, Projet pour le nord-est du Nigeria (MCRP).
En ouvrant les travaux de cet atelier, le Premier Ministre Ouhoumoudou Mahamoudou a remercié les organisateurs pour le choix porté sur le Niger pour abriter ce deuxième forum, avant de rappeler « qu’en raison des effets du changement climatique, le Lac Tchad a perdu 90% de sa surface en eau en l’espace de 40 ans ». Cette situation est exacerbée par l’insécurité qui prévaut dans les pays du sahel.
Pour le Chef du gouvernement nigérien, une paix durable dans la région du Lac Tchad est primordiale car dit-il : « le bassin du Lac Tchad a toujours été une plaque tournante du commerce interrégional et des flux commerciaux, une paix durable dans la région nécessitera une coopération transfrontalière et inter-régionale mais aussi une coordination opérationnelle permanente entre tous les pays membres » Plusieurs allocutions ont été prononcées, notamment celle du Secrétaire exécutif de la Commission du Bassin du Lac Tchad (CBLT), M. Mahaman Nuhu qui a précisé que « les conclusions et recommandations qui sortiront de ce 2ème forum, vont enrichir les discussions au cours du 4ème forum des gouverneurs de la Région du Lac Tchad, ainsi que le processus d’évaluation de la mise en œuvre de la stratégie régionale de stabilisation ».
Le Bassin du Lac Tchad fait face à une situation d’insécurité depuis 2012, due particulièrement à l’insurrection de la secte islamiste nigériane Boko Haram. Les pays de la région, notamment le Cameroun, le Niger, le Nigeria et le Tchad s’organisent pour faire face à cette situation d’insécurité qui a des répercussions à différents niveaux (social, économique…) dans les zones concernées.
Pendants trois jours, les praticiens du développement, en présentiel et en ligne, vont plancher sur différentes thématiques allant de la stratégie de développement en passant par les solutions opérationnelles pour relever les défis du changement climatique et des conflits, soutenir la reprise économique, réparer le contrat social et répondre aux besoins des femmes, des jeunes et des plus vulnérables dans la région du lac Tchad.
