La salle de conférence du SNAD a servi de cadre le mercredi 09 Octobre 2019 à la cérémonie d’ouverture du Forum médias et migrations : protocole de la CEDEAO sur la libre circulation des personnes. Une initiative de l’institut PANOS, en collaboration avec l’UNESCO qui réunit des communicateurs de renommée nationale et internationale en vue d’échanger et de prospecter des pistes de solutions sur l’épineux problème de l’immigration, et ce, à travers les médias et la communication.
Le projet a pour thème « autonomiser les jeunes en Afrique à travers les médias et la communication ». Un moyen d’outiller les jeunes journalistes en renforçant leur capacité sur les questions de la migration et surtout le cadre légal qui encadre le mouvement humain dans l’espace CEDEAO. Les participants seront notamment formés sur l’élaboration des projets d’investigation sur la migration transfrontalière notamment sur les droits des migrants dans le cadre de la mise en œuvre du protocole de la CEDEAO sur la libre circulation des personnes, ainsi que les risques qu’ils encourent en empruntant des routes migratoires irrégulières dans la CEDEAO, vers le Maghreb et/ou l’Europe. Ledit forum se décline en outre en un concours journaliste (réservé aux jeunes journalistes hommes et femmes, d’un âge inférieur à 35 ans) sur le protocole de la CEDEAO sur la libre circulation des personnes. La finalité, sensibiliser les jeunes journalistes hommes et femmes ainsi que l’opinion publique sur les opportunités et les défis dudit protocole et sensibiliser les autorités publiques sur la mise en œuvre dudit Protocole.
Pour l’ambassadeur d’Italie au Niger, M. Marco Principe dont le pays finance le présent programme, « les travaux du forum Médias et migration sous le protocole de la CEDEAO sur la libre circulation des personnes dans le cadre du projet autonomiser les jeunes en l’Afrique à travers les médias et la communication, est un projet qui profite à 8 pays de l’Afrique occidentale et centrale : le Cameroun, la Côte d’ivoire, la Guinée Conakry, le Mali, le Niger, le Nigeria et le Sénégal. L’objectif principal du projet et de donner aux jeunes garçons et filles, les moyens de prendre des décisions éclairées sur les questions migratoires grâce à un meilleur accès à des informations de qualités ». Le diplomate précise que depuis 2017, le Fonds d’Afrique créé à cet effet a financé à hauteur de 230 millions d’euros, des projets axés sur le renforcement des capacités institutionnelles, assistance aux migrants et aux réfugiés, rapatriement volontaire assisté, constater les causes profondes de la migration, campagne d’information sur les risques liés à la migration irrégulière.
Pour sa part, Malan Almajiri Djibrin, Secrétaire exécutif de la commission nationale nigérienne pour l’UNESCO et l’ISESCO, salue les efforts déployés par les autorités italiennes pour faire de cet ambitieux programme un succès. Il se réjouit de la tenue d’un tel forum car souligne-t-il : « la migration est devenue de nos jours un sujet et une préoccupation à l’échelle nationale et internationale dont il est indispensable d’analyser les causes et d’envisager des solutions durables ».
Le cachet officiel de cette assise a été donné par M. Sani Abdou, Secrétaire général Adjoint du Ministère de la Communication : « la position géographie du Niger fait de notre pays un espace de transit des migrants.
