Le président français Emmanuel Macron annoncera mercredi officiellement la fin de l’opération anti-djihadiste Barkhane au Sahel, un peu moins de trois mois après le retrait des soldats français du Mali, a indiqué mardi l’Elysée.
Le président français prononcera un discours qui sera notamment « l’occasion de marquer officiellement la fin de l’opération Barkhane et d’annoncer une adaptation significative de nos bases en Afrique », a-t-on précisé de même source.
Cette annonce sera sans conséquence sur le dispositif militaire français dans la région. Quelque 3 000 militaires français sont encore déployés au Niger, au Tchad et au Burkina Faso.
La force a compté jusqu’à 5 500 militaires au plus fort de son déploiement dans le Sahel. Poussée hors du Mali par la junte au pouvoir depuis 2020, qui travaille désormais – même si elle s’en défend – avec le sulfureux groupe paramilitaire russe Wagner, l’armée française a définitivement quitté le pays mi-août, après neuf ans de lutte anti-djihadiste.
Elle reste pour autant dans la région et continue à lutter contre les groupes jihadistes liés à Al-Qaïda ou au groupe Etat islamique, qui étendent progressivement leurs activités vers les pays du Golfe de Guinée.
Selon l’Elysée, le principe est « de réduire l’exposition et la visibilité de nos forces militaires en Afrique, de se concentrer sur la coopération et l’appui (…), principalement en termes d’équipement, de formation, de renseignement et de partenariat opérationnel lorsque les pays le souhaitent ».
Dès l’annonce en février du départ du Mali, la France avait annoncé sa volonté de lancer des discussions avec les Etats africains sur ce dossier.
Même si elle n’entend pas abandonner la lutte anti-djihadiste, Paris doit composer avec une opinion publique africaine de plus en plus hostile et au sein de laquelle l’influence de puissances rivales, Moscou en tête, se renforce via réseaux sociaux et médias officiels.
Un récent rapport de l’Institut de Recherche stratégique de l’Ecole militaire (Irsem), dépendant du ministère français de la Défense, décrivait ainsi au Mali la « prolifération de contenus de désinformation en ligne, le plus souvent destinés à dénigrer la présence française et justifier celle de la Russie ». Il constatait aussi la contagion au Burkina voisin.
L’idée désormais est de continuer à agir, mais en discrétion. Aucun nouveau nom n’a été semble-t-il donné aux troupes désormais déployées.
« Nos soldats restent couverts, protégés, soutenus, administrés dans des conditions qui sont satisfaisantes » mais l’annonce officielle est « nécessaire localement », a-t-on ajouté à l’Elysée.
« Dans le champ des perceptions, Barkhane continue d’occuper une présence très importante sur les réseaux sociaux. Il faut y mettre clairement un terme pour pouvoir basculer sur une autre logique », a-t-on conclu.
