La session extraordinaire du Conseil National de Dialogue Politique (CNDP), tenue le vendredi 03 juillet 2020, a demandé à la Commission Electorale Nationale Indépendante (CENI) d’étudier toutes les possibilités devant permettre d’organiser les élections locales avant les élections générales, a rapporté le Premier Ministre et président du CNDP, M. Brigi Rafini, lors d’un point de presse qu’il a animé le samedi 4 juillet 2020 sur les conclusions de cette réunion.
Cette
question des élections locales est un sujet qui a fait l’objet d’intenses
discussions lors de cette dernière session du Conseil National de Dialogue
Politique (CNDP), a également rapporté le Chef du Gouvernement, avant
d’informer, qu’à cette occasion, la CENI a actualisé et présenté le nouveau
chronogramme des élections de 2020 et 2021.
Il ressort du nouveau chronogramme que les élections
législatives et présidentielles 1er tour auront lieu le 27 décembre 2020 ; les
élections locales le 17 janvier 2021 et les élections présidentielles 2ème tour
le 20 février 2021. Seulement, selon les dispositions règlementaires, les
élections locales doivent être organisées trois mois avant celles générales.
Or, au regard du retard accusé par la CENI dans la confection du nouveau fichier électoral national biométrique, du fait notamment de la pandémie de la Covid-19 (considérée comme un cas de force majeure), et de la situation sécuritaire, les élections locales ne peuvent pas se tenir telles qu’elles ont été prévues.
Selon
le président du Conseil National de Dialogue politique (CNDP), même si à
l’issue des débats, les leaders des partis politiques présents lors de cette
session du CNDP ont salué le maintien des dates initiales pour la tenue des
élections générales, concernant les élections locales, ils ont souhaité
qu’elles soient organisées avant les élections générales.
Ils ont ainsi demandé à la CENI « d’étudier toutes les
possibilités permettant d’organiser ces élections avant les élections générales
», a rapporté le Premier Ministre Brigi Rafini, notant que la CENI est
interpellée et qu’elle doit, en toute indépendance, trancher sur la faisabilité
de ces élections telles que souhaitées par les partis politiques présents à la
réunion du CNDP.
Il a rassuré que, dans ce cadre, « le Président de la République et le Gouvernement n’ont pas d’injonctions à donner à la CENI ».
S’agissant du point relatif à la participation des Nigériens de la Diaspora aux élections, qui fait également grand bruit, le Chef du Gouvernement nigérien a informé que la CENI n’est en mesure de procéder à leur enrôlement, mais les partis politiques présents à la réunion du CNDP du 03 juillet dernier l’ont encouragée à le faire dès que les conditions le permettent.
