Niger : le Premier Ministre échange avec les Secrétaires Généraux des Ministères sur la redynamisation de l’administration

Le Chef du Gouvernement, SEM Ouhoumoudou Mahamadou, s’est entretenu avec les différents Secrétaires généraux des ministères, dans la matinée du jeudi 15 avril 2021. L’objectif assigné à cette rencontre est de les éclairer sur leurs rôles stratégiques dans le fonctionnement de l’administration publique ainsi que les défis de suivi et évaluation.

Dans son intervention, le Premier Ministre nigérien a d’abord tenu à rappeler que le Programme de Renaissance Acte 3 porte le plan d’orientation en matière d’élaboration et de mise en œuvre de la politique publique du Gouvernement.

En effet, ce programme contient des engagements sur lesquels le peuple nigérien souverain a porté son choix sur le Président de la République Bazoum Mohamed pour assurer la plus haute fonction de l’Etat pour un mandat de 5 ans. « Nous devons donc nous organiser pour réussir la concrétisation de ces engagements afin de consolider les acquis et de poursuivre le progrès dans les domaines économiques, sociaux et politiques », a soutenu M. Ouhoumoudou Mahamadou, soulignant que l’un des engagements forts contenus dans le Programme de Renaissance 3 est le renforcement de la gouvernance administrative à travers l’amélioration de l’efficacité de l’administration publique et la qualité des services publics fournis aux citoyens.

Il a aussi expliqué que cette amélioration passe par la bonne gouvernance ; la rigueur au travail ; l’objectivité dans l’évaluation de la promotion des compétences ; la dématérialisation systématique des procédures essentielles aux gestions financières, administratives et celles des ressources humaines ; l’opérationnalisation effective du Budget-programme pour renforcer la redevabilité et l’efficacité des administrations publiques, et enfin la mise en place d’un répertoire des emplois et de compétences et l’amélioration du pilotage administratif des ministères.

Au cours de cette rencontre le Secrétaire Général du Haut-Commissariat à la Modernisation de l’Etat, M. Mahmoud Elgou, a dans son allocution expliqué la fonction des Secrétaires généraux, les conditions de leur nomination, leur rôle dans la mise en œuvre des différents programmes de la politique publique nationale, des politiques sectorielles, du Budget-programme, etc. La seconde communication, faite par le coordonnateur de la Cellule d’Analyse des Politiques Publiques et d’Évaluation de l’Action Gouvernementale (CAPEG), M. Abdoulahi Garba, a porté sur les différents documents de référence de l’action gouvernementale.

Il s’agit du rapport semestriel de suivi de performance, le rapport annuel sur la performance de l’action gouvernementale et le bilan de mise en œuvre du Programme de Renaissance. M. Abdoulahi Garbi a, par ailleurs, exposé les différents défis récurrents qui se posent à l’administration nigérienne que sont, entre autres, le problème de disponibilité de données fiables, la faible qualité de performances, l’absence de suivi de performances etc.

Il est à noter qu’à l’issue de ces deux présentations qui ont suscité plusieurs réactions des participants, qui pour des contributions, d’autres pour solliciter des éclaircissements sur certains aspects qui semblent mal compris, le Chef du Gouvernement a voulu les remercier pour leurs présences et leurs différentes contributions, avant de les rassurer de son soutien pour l’accomplissement de leurs missions. « J’ai noté les différentes recommandations qui ont été faites, nous allons voir ce que nous pouvons faire incha Allah », a-t-il conclu.
