Le département de Goudoumaria situé à environ 50 kilomètres de la frontière nigériane, situé dans la région de Diffa où la vocation est essentiellement agropastorale. La population de cette partie du pays où sévit encore le terrorisme a un besoin crucial d’eau potable. C’est pourquoi le gouvernement du Niger a dans la mise en œuvre de son programme de renaissance, injecté 3 milliards de FCFA pour la réalisation de 18 postes d’eau autonomes ; 49 forages équipés de pompes à motricité humaine ; une station de pompage créée et une autre réhabilitée et 49 puits pastoraux cimentés.
Le sous-sol de cette zone regorge d’énormes
potentiels hydrauliques. Ce qui a permis la réalisation de l’ensemble de ces
œuvres pour la consommation humaine et animalière. En effet, au niveau des
cuvettes où la nappe phréatique est peu profonde (3m à 4m pour avoir de l’eau).
Les caractéristiques géologiques du département de Goudoumaria sont constituées
d’un sol sablonneux qui comporte trois types d’aquifères : la nappe phréatique
dont la profondeur ne dépasse guère 4 m ; la nappe du Manga qui atteint jusqu’à
100 m et la nappe profonde qui n’est pas encore exploitée. Les indicateurs
liés au taux de couverture en eau ont été améliorés en passant de 44% en 2010 à
52% en fin 2020. Les réalisations enregistrées au cours de cette période
peuvent se scinder en deux parties : l’hydraulique villageoise composée de
Mini-AEP (poste d’eau autonome) ; les forages équipés de pompes à motricité
humaine et l’hydraulique pastorale (des puits cimentés et de certaines stations
de pompage pastorales).
Selon M. Bagalé Kiarimah, Directeur Départemental
de l’Hydraulique et de l’Assainissement de Goudoumaria « il a été réalisé dans ce jeune département entre 2010 à 2020 dix
(10) Mini-AEP ; 18 postes d’eau autonomes ; 49 forages équipés de pompes à
motricité humaine ; une station de pompage créée et une autre réhabilitée et 49
puits pastoraux cimentés. L’ensemble de ces ouvrages ont couté au total à
l’Etat près de 3 milliards de FCFA ».
« Toutes ces réalisations s’inspirent de deux documents stratégiques nationaux à savoir le Programme Sectoriel Eau, Hygiène et Assainissement (PROSEHA) et la Stratégie Opérationnelle de Promotion à l’Hygiène et à l’Assainissement de Base (SOPHAB). Au plan local, il existe deux documents de référence en l’occurrence le Plan de Développement Communal (PDC) et le Plan local de l’Eau et de l’Assainissement (PLEA) », a-t-il précisé.
Dans les villages de Darma et Wakadji des
puits et des forages ont été réalisés. Ainsi au village de Darma c’est un puits
d’une ^profondeur de 12m de profondeur et doté de 4 poulies pour facilter
l’exploitation aux populations de cette localité. Dans le village de Wakadji
c’est le Fonds des Nations Unies pour l’Enfance (UNICEF) qui a, en 2016 investi
11 millions de FCFA pour la réalisation d’un forage équipé de pompe à motricité
humaine, facilitant ainsi l’accès à l’eau potable à plus de 500 habitants. «Avant la
réalisation de ce forage, nous nous ravitaillions au niveau des puits locaux
avec comme corollaire des maux de ventre; de la diarrhée et de vomissement
parce que l’eau n’était pas de bonne qualité. Avec ce forage, plus personne ne
se plaint de maux de ventre liés à la consommation de l’eau. Nous ne pouvons
que saluer cette action de l’UNICEF et demander davantage à l’Etat et ses
partenaires de continuer à soutenir les populations rurales», témoigne un membe
du comité de gestion du foarge mis sur oied par les habitants de cette zone, M.
Mahamadou Boukar.
En milieu rural, ce sont les femmes et les enfants
qui souffrent beaucoup de la corvée d’eau. La représentante des femmes du
village de Wakadji, Mme Boukar revient sur les difficultés que les femmes
enduraient pour avoir le précieux liquide.
«Il y a une montée qui sépare le puits du village. Lorsqu’une femme
transportait l’eau, elle faisait tout simplement pitié. Le poids qu’elle transporte,
conjugué à l’exercice physique lié à la montée à faire avant d’arriver à
destination montre à suffisance les peines endurées à la recherche de l’eau.
Avec le forage, nous sommes soulagées parce qu’on a l’eau sans pour autant
peiner», a conclu Mme Boukar.
Il est à noter que le département de Goudoumaria étant une zone agro-pastorale par excellence, les réalisations dans le domaine de l’hydraulique pastorale sont programmées en collaboration avec le secteur de l’hydraulique et celui de l’élevage. Ainsi, la zone pastorale a bénéficié d’importantes réalisations même si ces actions ne sont pas suffisantes au regard de l’étendue de l’espace qui reste à couvrir en eau.
