En marge de la tenue de leur seconde session annuelle dite budgétaire qui s’est ouverte mercredi à Abuja, au Nigeria, des parlementaires de plusieurs pays ouest-africains ont consacré une session spéciale à la situation politique et socioéconomique qui prévaut au Niger depuis le 26 juillet 2023 et la prise du pouvoir par le CNSP. Lors de cette session, les députés communautaires du Niger, du Nigeria, du Bénin et du Togo ont lancé un vibrant appel aux chefs d’Etat de la Cédéao pour la levée « immédiate, totale et sans condition » des sanctions économiques et financières imposées au Niger depuis plus de trois mois et qui affectent durement les populations. Un appel qui intervient à l’approche du prochain sommet ordinaire de la Conférence des Chefs d’Etat et alors que la population continue de souffrir durement des décisions prises par ces derniers le 30 juillet à Abuja.
Au cours d’un point de presse qu’ils ont conjointement animé, les parlementaires sont revenus à la charge et ont mis en avant l’impact négatif sur les populations, de ces sanctions décidées par les dirigeants ouest-africains lors de leur sommet du 30 juillet dernier. Des sanctions dont les effets impactent aussi l’économie des autres pays voisins du Niger et qui constituent de ce fait, et selon les députés communautaires, un mauvais signal au processus d’intégration économique ainsi qu’à la prospérité des peuples que vise la Cédéao. C’est pourquoi, ils ont plaidé pour la levée totale et sans conditions de toutes les sanctions prises par la Conférence des chefs d’Etat et qui se traduisent par la fermeture des frontières avec le Niger, pays enclavé qui fait face à des difficultés d’approvisionnement en produits de première nécessité ainsi que pharmaceutiques. A cela s’ajoute, le gel des avoirs de l’Etat et des entreprises publiques, la suspension de la fourniture d’énergie par le Nigeria ainsi que celle des transactions financières avec les institutions bancaires du pays et leurs partenaires de l’Uemoa. Ce qui a pour effet, de plonger l’économie nigérienne dans de sévères difficultés qui affectent particulièrement les entreprises et les populations, premières victimes, alors même que le pays fait face à de multiples crises notamment sécuritaire et humanitaire.
Lors de son discours d’ouverture de cette session budgétaire, le Président du Parlement de la Cédéao, Sidie Mohamed Tunis, a réaffirmé certes la solidarité du Parlement, en tant qu’institution de la Cédéao, aux décisions prises par la Conférence des chefs d’Etat. Cependant, l’appel des députés du Niger, du Nigeria, du Togo et du Bénin a constitué une véritable plaidoirie en faveur du Niger et s’inscrit dans le cadre de celui lancée par plusieurs institutions notamment l’ONU à travers ses agences humanitaires ainsi que le Conseil de Paix et de Sécurité (CPS) de l’Union africaine (UA), pour que soient atténuées au strict minimum, les effets sur les populations de ces sanctions qualifiées « d’inédites, illégales et inhumaines » par les autorités nigériennes.
Il faut noter que ce n’est pas la première fois, depuis le début de la crise, que des députés de la Cédéao plaident en faveur du Niger. En août dernier, le Parlement avait déjà tenu une session extraordinaire virtuelle sur la situation politique au Niger, quelques jours après le coup d’état et au lendemain du Sommet des chefs d’Etat au cours duquel les sanctions ont été prises avec la menace d’une intervention militaire pour rétablir l’ancien président Bazoum Mohamed dans ses fonctions. Bien que les députés de la Cédéao n’ont pas pu s’accorder sur une position claire du Parlement, en dépit d’une majorité d’intervenants qui se sont prononcés contre, ils ont dans l’ensemble privilégié le dialogue pour une solution négociée de sortir de crise. Les députés communautaires avaient également plaidé en faveur de la levée des sanctions décidées par les Chef d’Etat de la Cédéao et qui amplifient les souffrances pour les populations déjà assez éprouvées.
Il s’agit de l’ouverture des frontières pour permettre aux marchandises d’entrer au Niger. « Actuellement, plus de 1000 camions sont bloqués au Bénin, à la frontière avec le Niger, et ce sont des produits alimentaires et des médicaments pour les populations », a par exemple déploré le député béninois Salifou Issa. Le député nigérien Boukary Sani « Zilly » a pour sa part évoqué « la suspension de la fourniture de l’électricité au Niger par le Nigeria qui fait souffrir davantage les populations».
A l’approche du sommet ordinaire des Chefs d’Etat de la Cédéao, prévu en principe début décembre, cet appel des parlementaires n’est pas de trop surtout si l’on tient compte des conséquences déjà assez lourdes de ces sanctions pour les populations alors même que l’idée d’un rétablissement de l’ancien régime est devenue caduque et la menace d’intervention militaire écartée. Il ne sert à rien de continuer à faire souffrir la population qui n’a rien demandé et qui subit de plein fouet l’impact des décisions de la Conférence des chefs d’Etats.
