L’accès à la présidence du Niger à Niamey était bloqué mercredi en raison d’un « mouvement d’humeur » de la garde présidentielle pour une raison non précisée, a indiqué à l’AFP une source proche de la présidence en ajoutant que des « pourparlers » sont en cours.
« Il s’agit d’un mouvement d’humeur de la garde présidentielle, mais des pourparlers sont en cours avec le président » Mohamed Bazoum, a dit cette source en affirmant que « le président va bien, il est sain et sauf ».
« Lui et sa famille sont à la résidence », a-t-elle ajouté sous couvert d’anonymat.
Aucune information n’a dans un premier temps filtré sur le contenu de ces « pourparlers ».
« J’ai parlé au président et à des amis ministres, ils vont bien », a pour sa part déclaré un député du Parti nigérien pour la démocratie et le socialisme (PNDS, au pouvoir).
Mercredi matin, tant les accès à la résidence du président nigérien Mohamed Bazoum qu’aux bureaux du complexe qui se trouvent dans le même périmètre, étaient interdits.
En revanche, aucun dispositif militaire particulier n’était visible dans le quartier où se trouve la présidence, la circulation y était normale et aucun coup de feu n’a été entendu, a constaté un journaliste de l’AFP.
Le Niger, pays partenaire privilégié de la France dans le Sahel en proie à la violence jihadiste dans plusieurs parties de son territoire, est dirigé par le président démocratiquement élu Mohamed Bazoum, au pouvoir depuis avril 2021.
L’histoire de ce pays vaste, pauvre et désertique est jalonnée de coups d’Etat.
Depuis l’indépendance de cette ex-colonie française en 1960, il y en a eu quatre: le premier en avril 1974 contre le président Diori Hamani, le dernier en février 2010 qui a renversé le président Mamadou Tandja. Sans compter les tentatives de putsch, nombreuses.
– Putschs avortés en 2021 et 2022 –
Le 31 mars 2021, le gouvernement nigérien avait annoncé l’arrestation de plusieurs personnes après une tentative de coup d’Etat présumée, deux jours avant la prestation de serment du président Mohamed Bazoum.
Le « cerveau » supposé cette tentative de coup d’Etat, Sani Gourouza, un capitaine de l’armée de l’air, avait été arrêté au Bénin voisin et remis aux autorités nigériennes.
En avril dernier, Ousmane Cissé, l’ancien ministre nigérien de l’Intérieur d’un régime de transition militaire (2010-2011) a été écroué pour son implication présumée dans ce putsch raté.
Une arrestation « également en lien avec un dernier coup d’Etat déjoué en mars 2022, alors que le président Bazoum se trouvait en Turquie », selon un officiel nigérien, mais les autorités n’avaient pas communiqué publiquement sur ce deuxième putsch manqué.
En janvier 2018, neuf militaires et un civil avaient été condamnés par un tribunal militaire nigérien à des peines de cinq à quinze ans de prison pour avoir tenté de renverser en 2015 l’ex-président Mahamadou Issoufou, prédécesseur de Mohamed Bazoum. Parmi les militaires condamnés figurait le général Souleymane Salou, ancien chef d’état-major et ex-membre de la junte qui avait renversé le président Mamadou Tandja.
