Mali: le Directeur de la Division des Droits de l’homme de la Minusma sommé de quitter le pays

Le Gouvernement de transition au Mali a déclaré le directeur de la division des droits de l’homme de la Mission Multidimensionnelle Intégrée des Nations Unies pour la Stabilisation au Mali (Minusma), Guillaume Ngefa-Atondoko Andali, « persona non grata », et lui a notifié de « quitter le territoire national dans un délai de 48 heures ».

« Le Gouvernement de la République du Mali informe l’opinion que ce jour 05 Février 2023, le Ministère des Affaires étrangères et de la Coopération internationale a notifié à la Mission multidimensionnelle intégrée des Nations Unies pour la Stabilisation du Mali (MINUSMA) la décision du Gouvernement de déclarer persona non grata, Monsieur Guillaume Ngefa-Atondoko Andali, Directeur de la Division des droits de l’homme de la MINUSMA. Par conséquent, l’intéressé devra quitter le territoire national dans un délai de 48 heures », indique un communiqué du gouvernement malien rendu public dimanche soir.

« Cette mesure fait suite aux agissements déstabilisateurs et subversifs de Monsieur Andali, en violation flagrante des principes et obligations que doivent observer les fonctionnaires des Nations Unies et tout diplomate accrédité au Mali, conformément aux conventions internationales pertinentes », explique le texte.

« En effet, à l’occasion des différentes sessions du Conseil de Sécurité des Nations Unies sur le Mali, les actions de Monsieur Andali ont consisté à sélectionner des usurpateurs s’arrogeant le titre de représentant de la société civile malienne, en ignorant les autorités et les institutions nationales », ajoute le communiqué.

« Outre la sélection de ces individus recrutés pour faire des exposés spécieux, le Gouvernement souligne que Monsieur Andali n’a jamais réussi à prouver les critères objectifs qui lui ont permis d’identifier les représentants de la société civile qu’il a utilisés. La partialité de Monsieur Andali a été encore plus manifeste lors du dernier examen du Conseil de Sécurité des Nations Unies sur le Mali », précise encore le communiqué.

éDes investigations menées, il ressort que l’offre de dénigrement de Monsieur Andali a été rejetée dans un premier temps par un digne enfant du Mali. C’est par défaut qu’il a réussi å trouver une dame qui a accepté de jouer le rôle d’usurpateur en s’exprimant le 27 janvier 2023 au nom de la société civile malienne », poursuit le communiqué, notant que « la conspiration était d’autant plus grande que l’organisation dont se réclame l’usurpatrice est une Association étrangère non déclarée et ne dispose d’aucun droit d’exercer au Mali ».

La même source relève que « ce forfait a été dénoncé respectivement par plusieurs acteurs dont le Conseil National de la Société Civile et la Coordination des Associations et ONG Féminines du Mali (CAFO) ».

« Le Gouvernement de la Transition réitère sa disponibilité à maintenir le dialogue et poursuivre la coopération avec l’ensemble de ses partenaires, conformément aux 3 principes de SE le Colonel Assimi GOTA, Président de la Transition, Chef de l’Etat, à savoir: Le respect de la souveraineté; Le respect des choix stratégiques et des choix de partenaires opérés par le Mali et la prise en compte des intérêts vitaux du Peuple malien dans les décisions prises », conclut le texte.
