Le gouvernement malien a décidé, à l’occasion du conseil des ministres du mercredi 5 février 2025, d’adopter un projet d’ordonnance instituant une contribution spéciale de solidarité et une taxe spéciale sur la consommation de certains biens et services. Pour le gouvernement, cette mesure vise à soutenir les projets d’infrastructures de base et de développement social.
Cette taxe dénommée « Taxe sur l’Accès au Réseau des Télécommunications ouvert au public », dont le taux est fixé à 5%, est applicable à toute personne titulaire d’une licence d’exploitation du réseau des Télécommunications ouvert au public, délivrée par ou pour le compte de l’État du Mali. Elle est assise sur le chiffre d’affaires des entreprises de télécommunication.
Selon le gouvernement, le secteur des télécommunications a connu un essor prodigieux au cours des 20 dernières années grâce à l’utilisation généralisée des nouvelles technologies de l’information et de la communication. Les autorités estiment que cette croissance devrait entraîner une hausse substantielle des contributions fiscales des opérateurs du secteur.
Ainsi, les consommateurs seront soumis à un prélèvement spécifique sur la consommation des services commerciaux de communication téléphonique et sur les opérations de retrait dans le cadre des transferts d’argent via le mobile money.
