Le conseil des ministres réuni le 31 décembre 2024 a adopté le projet d’ordonnance portant loi de finances pour l’année budgétaire 2025. A la fois ambitieux et équilibré en ressources et en charges , le budget 2025 a pour ambition de relancer l’économie dans un contexte particulier pour le Niger, marqué principalement par les conséquences des sanctions économiques de 2023 et de nombreuses tensions sous-régionales.
Des lignes directrices pour une économie plus inclusive
Le projet de loi des finances 2025 a été rédigé en droite ligne avec l’objectif de la note de cadrage macroéconomique et budgétaire 2025-2027 axé sur le soutien des grandes tendances macroéconomiques tout en favorisant la stabilité budgétaire et un développement inclusif. La loi des finances 2025 prévoit un budget équilibré de 3 033,33 milliards de francs CFA, soir une hausse de 4,13% par rapport au budget de l’année 2024.
Plusieurs mesures fiscales ont été introduites ou modifiées dans le but principal de soutenir l’économie nationale et faciliter sa relance. Au nombre des mesures phares, figurent notamment:
- la suppression de l’exonération fiscale de deux ans accordée aux nouvelles entreprises immatriculées sous le régime de l’impôt synthétique,
- Le rehaussement du taux de l’ISB des non-résidents,
- le rehaussement des tarifs de la contribution des licences,
- La soumission à la Taxe sur la Valeur Ajoutée des opérations de vente en ligne
A noter que les charges de l’Etat s’élèvent à 2 526,72 milliards de Francs CFA de dépenses budgétaires et à 506,61 milliards de francs CFA de charges de trésorerie. Ce budget a été conçu dans une approche participative impliquant tous les ministères sectoriels, cadrant parfaitement avec les priorités du gouvernement
Des mesures phares pour favoriser la relance de l’économie
Le budget 2025 s’inscrit également dans une volonté du gouvernement de relancer l’économie nationale en grande difficultés après les sanctions économiques de la CEDEAO à la suite des événements du 26 Juillet 2023. De nombreuses mesures fiscales ont d’ailleurs été prises dans ce sens. Parmi celles-ci, les modifications apportées à certaines exonérations fiscales, notamment le rehaussement de l’Impôt Sur le Bénéfice ou encore l’institution d’une nouvelle Taxe sur les Admission Temporaires et autres permettront d’optimiser la mobilisation des ressources internes. L’obligation de paiement de la TVA pour les activités commerciales effectuées en ligne permettra également d’étendre la fiscalité aux activités numériques et d’ajouter une nouvelle source de revenus non négligeables pour l’économie.
Dans le but de moderniser le parc automobile nigérien déjà vieillissant, la loi des finance prévoit également une exonération des droits et taxes à l’importation pour les véhicules neufs destinés au transport des marchandises ou de voyageurs. Ces véhicules n’auront qu’à payer la redevance statistique.
Le renforcement du secteur Journalistique a également été pris en compte à travers la soustraction du régime d’imposition à la profession de «journaliste».
L’économie et le social comme priorités pour les dépenses
Le budget 2025 présente une hausse de 4,13% sur celui de 2024. Cette hausse se traduit principalement par la prise en compte des pécules des contractuels; des investissements dans les secteurs de la santé et de l’éducation. Il s’agit principalement à travers ces dépenses, de renforcer la stabilité du secteur public, de garantir aux populations un plus large accès aux services essentiels tout en renforçant les populations les plus vulnérables.
Le budget 2025 devrait contribuer à renforcer la résilience du Niger face aux nombreux défis économiques. Les réformes initiées permettront au gouvernement d’appuyer les populations dans leur efforts, tout en renforçant l’équilibre social malgré un contexte sous(régionale difficile.
