Le Commissaire Général de la Police Souley Boubacar, Directeur Général de la Police Nationale, a présidé le mardi 27 juillet 2021 les travaux de la réunion du comité de suivi opérationnel du « Projet d’Appui à l’Opérationnalisation de la Composante Police de la Force Conjointe du G5 Sahel et au processus de judiciarisation des Fuseaux Centre et Est, et leurs zones limitrophes ». Un rendez-vous qui a consisté entre autres de faire le point de l’état de mise en œuvre du projet avant de prendra part à une succession de démonstrations et de remise des attestations aux stagiaires qui sont formés dans le cadre de l’opérationnalisation du projet.
Rappelons que ce projet d’Appui à l’Opérationnalisation de la Composante Police de la Force Conjointe du G5 Sahel et au processus de judiciarisation des Fuseaux Centre et Est, et leurs zones limitrophes, est financé par l’Union Européenne est mis en œuvre par l’ONG COGINTA pour accompagner notamment l’Etat du Niger et les pays du G5 Sahel en général dans leur lutte acharnée contre le terrorisme et la criminalité transnationale organisée, faciliter la libre circulation des biens et des personnes et contribuer au développement de ces pays.
Le Chef du projet COGINTA, le Général Herry Yannicka a, au cours de la réunion, présenté les activités réalisées dans le cadre de la mise en œuvre du projet dans ses zones d’intervention notamment dans les domaines des infrastructures, des équipements, de la formation et de la gouvernance. Il peut être constaté que de grands efforts ont été mis au point pour créer les conditions appropriées aux éléments du Service Central de Lutte Contre le Terrorisme et la Criminalité Transnationale organisée en vue de mener avec professionnalisme leur mission.
A leur tour, les stagiaires présents ont présenté à l’assistance les connaissances acquises en matière de lutte contre le terrorisme et la criminalité transnationale organisée à travers les techniques d’interpellation, la démonstration des arts martiaux visant à maitriser les personnes interpellées…
Souley Boubacar a, pour sa part, rappelé que « c’est en décembre 2017 à Bamako que le comité Défense et de Sécurité a adopté le cadre conceptuel d’organisation et du fonctionnement d’une composante Police au sein de la force Conjointe du G5 Sahel. Il s’agit de permettre à travers les brigades prévôtales et les unités d’investigation spécialisées (UIS), une judiciarisation efficace des opérations militaires dans le respect des principes fondamentaux de l’Etat de droit ». Le Commissaire Général de la Police Souley Boubacar ajoute aussi que c’est dans ce cadre que l’ONG COGINTA conduit depuis novembre 2019 sur financement de l’Union Européenne un projet visant à renforcer les capacités opérationnelles du Service Central de Lutte Contre le Terrorisme et la Criminalité Transnationale organisée.
Notons que ce projet s’articule principalement autour de quatre (4) axes. Premièrement, il s’agit de faciliter l’installation des UIS au plus près des bataillons nigériens de la FCG5S déployés dans le fuseau Centre pour l’un et dans le fuseau Est à travers la construction d’infrastructures permettant aux agents de travailler dans des conditions fonctionnelles et sécurisées. Le 2ème axe consiste à renforcer les capacités opérationnelles des UIS à travers l’acquisition des équipements et matériels adéquats leur permettant d’accomplir efficacement leurs missions. Le 3ème axe vise à renforcer les capacités du personnel du SCLCT/CTO à travers des formations adaptées pour une judiciarisation efficace des opérations de la FCG5S et enfin le 4ème axe qui vise à améliorer les capacités de gouvernance des UIS pour un meilleur traitement des enquêtes relatives à la lutte contre le terrorisme et la criminalité transnationale organisée dans la zone d’action de la FCG5S.
En fin, selon la représentante de l’Ambassadeur de l’Union Européenne au Niger, Mme Daria Fane le Niger est l’un des pays le plus avancé sur la Composante Police. Une déclaration qui rassure bien.
