Conformément aux dispositions du règlement intérieur du parlement communautaire de la CEDEAO, l’installation officielle de la cinquième législature du parlement de la CEDEAO, dont le siège est à Abuja, a été placée sous la haute autorité du président en exercice de la conférence des chefs d’Etats et du gouvernement de la CEDEAO, le président de la république du Niger, Issoufou Mahamadou, ce 09 Mars 2020 au centre de conférence Internationale Mahatma Ghandi de Niamey.
Plusieurs personnalités de divers horizons ont effectué le déplacement pour marquer de leur présence cette cérémonie d’une très grande particularité car c’est la première fois depuis l’installation du parlement de la CEDEAO, que la fin d’une législature a été sanctionnée par la tenue d’une session spéciale consacrée à son auto-évaluation.
Débutée avec l’hymne national du Niger et celui de la CEDEAO, la première allocution de la session a été prononcée par le Gouverneur de la région de Niamey M. Issaka Hassane Karanta qui, après avoir souhaité les chaleureuses bienvenues aux invités à exprimer sa joiede voir que la capitale nigérienne accueillir un tel évènement.
L’honneur était à SEM Moustapaha CISSE LO, président sortant de la quatrième législature qui a témoigné la reconnaissance du parlement de la CEDEAO au président de la république SEM Issoufou Mahamadou, lui qui a voulu organiser la cérémonie « je peux me permettre de dire que vous êtes un démocrate, un grand panafricain qui travaille exclusivement pour le rayonnement de l’Afrique, soyez en remercier au nom de tous les députés de la quatrième législature ».
Dans son allocution, Moustapaha CISSE LO, a tenu à féliciter le travail abattu par son équipe durant les quatre années de gestion à la tête de l’institution communautaire « Nous avions mené cette mission avec brio et efficacité, elle traduit le sentiment d’une mission bien accomplie par l’ensemble des députés de la quatrième législature, les députés, l’administration du parlement, les partenaires et les institutions en particulier la commission de la CEDEAO » a-t-il déclaré.
« Auparavant nous avions dépêché plusieurs missions au niveau des zones de notre communauté… C’est dire en toute modestie que notre législature a été celle de l’action, nous avons tenu à marquer notre solidarité, notre soutien partout où le besoin s’était fait sentir. Nous étions toujours sur le front pour la stabilité politique et la commission de CEDEAO peut en témoigner. Nous avions déployé des efforts considérables pour juguler la crise postélectorale au Sierra Leone suite à deux missions de médiation. Grace à nos session, séminaire et réunion de commission délocalisée, nous avons aussi porté le message de la CEDEAO, contribuer à mieux connaitre l’objectif de la CEDEAO, d’être le bénéfice de l’intégration en traitant divers aspects prioritaire de la vision 2020 ». Ainsi, de la monnaie unique à la transhumance en passant par la migration, la lutte contre le terrorisme, les droits de l’homme, les députés communautaires ont répondu à l’appel lors des débats sur différentes questions majeures préoccupantes, va-t-il rappeler avant d’attirer l’attention de la communauté à la fin de son allocution, sur les contraintes liées au fait que le président ne réside pas au siège du parlement, en effet en tant que chef d’institution le président assure toute la responsabilité de la gestion de l’institution en vertu des dispositions communautaires, et il ne dispose ni de temps, ni de ressources humaines adéquats pour assurer pleinement et efficacement cette charge. « Il serait donc bon de revisiter cette disposition » a-t-il conclu.
Puis s’en est suivi le discours de M. Jean Claude Kaissi Brou président de la commission de la CEDEAO qui a salué l’effort des autorités du Niger en l’occurrence le président de la république pour sa disponibilité permanente à l’occasion des assises de la communauté.
Le président en exercice de la CEDEAO a par la suite prononcé son allocution de lancement officiel dans lequel il décline les différentes priorités de son mandat à la CEDEAO. Il s’agit de la sécurité, la démocratie, la monnaie unique et les infrastructures. « Cela résulte de ma conviction que sécurité, démocratie et développement sont intimement liés et que ce triptyque constitue une base d’un progrès économique et social solide de notre espace communautaire ».
A la fin du discours de lancement, le président de la commission a procédé à l’appel nominal des nouveaux députés. Ils sont au total 115 députés représentant tous les pays membres de la CEDEAO à prêter serment aujourd’hui en face du président en exercice.
Cette cérémonie a enregistré la présence de plusieurs invités de marque : Le président de l’assemblée nationale de la Sierra Leone, le président de la commission de la CEDEAO, les parlementaires, les membres du gouvernement du Niger, les ambassadeurs et représentants des organisations internationales, le président de la délégation spéciale de la ville de Niamey, les officiers généraux et supérieurs des forces de défense et de sécurité, les chefs rationnels et leaders religieux.
