Le Groupe de la Banque mondiale a annoncé aujourd’hui le lancement du « Prix WURI Afrique de l’Ouest », ce Challenge vise la recherche de solutions innovantes pour faciliter l’accès des travailleurs informels aux systèmes de protection sociale grâce à des plateformes d’avantages sociaux et des systèmes d’identification flexibles. Le Challenge offre plusieurs récompenses d’un montant total de 150 000 dollars US pour les propositions les plus prometteuses permettant aux pays d’inclure les travailleurs informels dans des programmes de protection sociale sensibles aux chocs.
Le programme WURI (Programme d’identification unique pour l’intégration régionale et l’inclusion (WURI) en Afrique de l’Ouest) facilite l’accès aux services par le biais de plateformes d’identification fondamentales pour toutes les personnes résidant dans les territoires participants. Le Challenge « Mission Billion » est organisé par l’initiative Identification for Development (ID4D) de la Banque Mondiale. Le prix WURI Afrique de l’Ouest est soutenu par ID4D, le programme de Rapid Social Response (RSR) et l’initiative Disruptive Technologies for Development (DT4D).
Le prix « Mission Billion » 2020 est lancé à un moment de crise mondiale sans précédent. La pandémie souligne l’importance des plateformes (telles que les cartes d’identité, les paiements de gouvernement à personne (G2P) et les registres sociaux) afin d’augmenter rapidement les effectifs ou d’introduire de nouveaux programmes de protection sociale. Les pays disposant de tels atouts ont pu effectuer efficacement des transferts d’argent liquide aux travailleurs informels, aux travailleurs migrants et à d’autres populations vulnérables difficiles à identifier et qui ne sont généralement pas incluses dans les filets de protection sociale.
Le prix WURI Afrique de l’Ouest recherche des solutions innovantes qui facilitent les contributions des travailleurs du secteur informel aux programmes d’assurance sociale, tels que les pensions et les comptes d’épargne, y compris les contributions transfrontalières. Plus de 80 % des travailleurs en Afrique subsaharienne travaillent dans le secteur informel, et près de 90 % des femmes employées sont des travailleuses du secteur informel.
« Le secteur informel est confronté à des défis distincts, tels que l’irrégularité et les faibles revenus. Les programmes d’assurance sociale élaborés pour répondre aux besoins de ces travailleurs, tels que l’autorisation de cotisations et de retraits flexibles, augmenteraient la couverture et permettraient aux gouvernements de verser rapidement des aides à ces groupes en cas de crise », a déclaré Michal Rutkowski, directeur mondial du pôle Protection sociale et emploi de la Banque mondiale.
« L’informalité persistante continue de poser le plus grand défi aux économies émergentes, en particulier en temps de crise », déclare Coralie Gevers, directrice de la Banque mondiale pour la Côte d’Ivoire, le Bénin, la Guinée et le Togo. « Des systèmes d’identification uniques et fondamentaux tels que ceux soutenus par le programme WURI peuvent jouer un rôle important dans la mise en œuvre et la gestion des programmes de protection sociale et dans la promotion de réponses transfrontalières en reliant les systèmes nationaux », déclare Deborah Wetzel, directrice de l’intégration régionale en Afrique à la Banque mondiale.
Les personnes et les organisations ayant une forte passion pour le développement de solutions innovantes sont encouragées à soumettre leur projet. Les solutions proposées seront revues par des experts en plateformes de protection sociale, en identification numérique et en développement international. Les finalistes bénéficieront du mentorat et du soutien d’experts en développement de Google et seront invités à un événement de haut niveau, « Mission Billion », pour exposer leurs solutions à un panel de juges de haut niveau en octobre 2020.
