Le Président de la République, Chef de l’Etat, SEM Mohamed Bazoum, a nommé, ce samedi 3 avril 2021 en fin de soirée, M. Ouhoumoudou Mahamadou, Premier Ministre, Chef du Gouvernement.
Conformément à l’article 56 de la Constitution, SEM Mohamed Bazoum, Président de la République, Chef de l’Etat, a signé ce jour samedi 3 avril 2021, un décret portant nomination du Premier Ministre, indique un communiqué officiel.
Aux termes de ce décret, M. Ouhoumoudou Mahamadou est nommé Premier Ministre, Chef du Gouvernement, précise la même source.
M. Ouhoumoudou Mahamadou fut Directeur de Cabinet du Président Issoufou Mahamadou de 2015 à 2020, Ministre des Finances dans le premier Gouvernement de SEM Brigi Rafini de 2011 à 2012.
Ancien Ministre des Mines, de l’Énergie, de l’Industrie et de l’Artisanat de 1991 à 1993, M. Ouhoumoudou Mahamadou est âgé de 66 ans. Il est un haut cadre de l’administration qui jouit d’une expertise en économie, en gestion des entreprises et en comptabilité.
Le nouveau Premier Ministre a exercé des hautes fonctions managériales, notamment comme Directeur Général de la Société Nigérienne du Charbon d’Anou Araran (SONICHAR) et de l’Office des Produits Vivriers du Niger (OPVN), et Directeur de la Banque Internationale pour l’Afrique (BIA Niger.)
Sur le plan international, il occupa également de hautes fonctions successivement à la CEDEAO en qualité de Secrétaire Exécutif Adjoint chargé de l’Administration et des Finances, à l’African Development Foundation des Etats-Unis comme Représentant Résident pour le Niger, à l’ONG International Lutheran World relief (LWR) comme Représentant Régional pour l’Afrique de l’Ouest à Ouagadougou (Burkina Faso)
BIOGRAPHIE DE MAHAMADOU OUHOUMOUDOU
Mahamadou Ouhoumoudou est né en 1954 à Amaloul Nomade, Commune d’Affala, dans le département de Tahoua (Niger).
Après ses études primaires à Affala de 1961 à 1967, il est admis au Lycée National Issa Korombé de Niamey, qu’il fréquente de 1967 à 1974, et obtient son baccalauréat série C.
Il fait de brillantes études universitaires en Sciences Economiques, Gestion et Comptabilité dans les universités de Lomé au Togo, du Mans et de Rennes en France et de Minnesota aux Etats Unis, Il est titulaire de la Maîtrise en Sciences Economiques, du Diplôme d’Etudes Supérieures en Gestion et Administration des Entreprises, du Diplôme d’Etudes Comptables Supérieures et du Certificat d’Etudes Supérieures en Administration Publique et Analyse des Politiques,
Intégré à la Fonction Publique en Novembre 1979 avec le grade de Directeur Administratif, il entame une carrière professionnelle de haut niveau à la Direction de Tutelle des Entreprises Publiques et Sociétés d’Economie Mixte du Ministère des Affaires Economiques, avant de s’orienter vers le management des Entreprises Parapubliques au niveau exécutif, le Gouvernement et les Organisations Internationales.
Dans le secteur parapublic, il occupe successivement les postes de Directeur Général de la Société Nigérienne du Charbon d’Anou Araran, SONICHAR de 1987 à 1991, Directeur Général de l’Office des Produits Vivriers du Niger, OPVN en 1991, Directeur de la Banque Internationale pour l’Afrique, BIA Niger de 2012 à 2015.
Au Gouvernement, il est Ministre en charge des Mines, de l’Energie, de l’Industrie et l’Artisanat de 1991 à 1993, Ministre des Finances de 2011 à 2012. Il est par la suite Ministre Directeur de Cabinet du Président de la République de 2015 à 2020.
Sur le plan international, il est nommé successivement à la CEDEAO en qualité de Secrétaire Exécutif Adjoint chargé de l’Administration et des Finances (1993-1998), à l’African Development Foundation des Etats-Unis comme Représentant Résident pour le Niger (2003-2006), à l’ONG International Lutheran World relief LWR comme Représentant Régional pour l’Afrique de l’Ouest à Ouagadougou (Burkina Faso).
Sur le plan politique, Mahamadou Ouhoumoudou est membre du PNDS Tarraya depuis sa création en 1990 et membre du Comité Exécutif National, organe dirigeant du parti, depuis 1991. Il est élu député à l’Assemblée Nationale à deux reprises sur la liste du PNDS Tarraya pour la région de Tahoua en 2011 et 2020.
Il est grand-officier de l’Ordre national du Niger et officier de la Légion d’honneur Française.
