La Guinée se prépare à organiser un référendum constitutionnel le 21 septembre 2025, une étape cruciale vers le retour à un régime civil après le coup d’État militaire de septembre 2021. Cette annonce a été faite le 1er avril par le ministre secrétaire général de la présidence, le général Amara Camara, via un décret présidentiel lu à la télévision nationale.
Depuis le renversement du président Alpha Condé en 2021, la Guinée est dirigée par des militaires sous la direction du colonel Mamadi Doumbouya. Initialement, il s’était engagé à organiser un référendum constitutionnel et à transférer le pouvoir à des civils élus avant la fin de 2024. Cependant, ces engagements n’ont pas été respectés, suscitant des critiques de la part de la communauté internationale et des acteurs politiques nationaux.
Le référendum vise à doter la Guinée d’une nouvelle Constitution, considérée comme une étape essentielle pour restaurer l’ordre constitutionnel et préparer la tenue d’élections générales. En juillet 2024, le régime de la transition a présenté un avant-projet de Constitution composé de de 205 articles, qui doit être soumis à l’approbation populaire lors du référendum
La communauté internationale, notamment la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO), suit de près l’évolution de la situation en Guinée. La tenue effective du référendum et le respect des engagements pris par le régime militaire seront déterminants pour évaluer la sincérité du processus de transition vers un régime démocratique.
En attendant, les autorités guinéennes ont commencé à préparer le terrain pour le référendum. Le 1er avril, le Premier ministre Bah Oury a réceptionné un important lot de kits électoraux à l’aéroport international Ahmed Sékou Touré de Conakry, destinés à faciliter l’organisation du scrutin.
Par ailleurs l’annonce de la date du référendum a suscité diverses réactions au sein de la classe politique guinéenne. Néanmoins, des inquiétudes persistent quant à la possibilité que cette nouvelle Constitution permette au colonel Doumbouya de se présenter aux futures élections présidentielles, malgré ses déclarations antérieures affirmant le contraire.
