Le président du Conseil Supérieur de la communication (CSC), Dr Kabir Sani a présidé ce jour, 27 octobre 2020 à la maison de la presse du Niger, un l’atelier de formation des partis politique et candidats sur les modalités d’accès aux médias publics. Cet atelier placé sous le thème « Institut électoral pour une démocratie durable en Afrique » a été financé par l’Union Européenne et entre dans le cadre de la mise en œuvre de son projet d’appui à la CENI et au CSC pour des élections crédibles, inclusives, et apaisées au Niger.
Cet atelier organisé avec l’assistance de l’EISA (Electoral Institute of Southern Africa ) visait, d’une part à informer et former les partis politiques légalement reconnus et les responsables des médias sur les conditions de programmation, d’enregistrement, de montage, de diffusion et/ou publication des messages de campagne, les temps d’antenne et les espaces accordés pour chaque scrutin. Il s’est agi d’autre part, d’informer les parties prenantes des principes d’égal accès, d’accès équitable, et pluralisme politique et d’équité retenus par le CSC pour la couverture médiatique de la campagne électorale.
Dans son discours d’ouverture de cet atelier, le président du Conseil Supérieur de la Communication (CSC) a rappelé que l’institution qu’il dirige est une des institutions qui jouent un rôle crucial, notamment dans l’accès des candidats, des partis politiques et des groupements des partis politiques aux médias publics et privés pour assurer l‘accès équitable des politiques aux médias durant la période électorale qui s’annonce. « Le Conseil Supérieur de la Communication a adopté un programme électoral 2020-2021. Ce programme prévoit entre autres, le renforcement des capacités techniques du CSC en vue d’assurer le monitoring des médias au cours de la période électorale, la formation des journalistes et du personnel administratif et technique du CSC, la publication des textes législatifs et règlementaires sur la presse et la communication au Niger, des rencontres de concertations et de vulgarisation des textes avec les partis politiques, les observateurs et les responsables des médias publics et privés », a souligné Dr Kabir Sani.
Dans le cadre de la mise en œuvre du programme électoral, le CSC a mis en place un groupe de travail qui a élaboré des projets de textes réglementant l’accès des partis politique, groupements des partis. « Au total, huit (8) projets de textes régissant l’accès des candidats, partis politiques et regroupement de partis aux médias public et privés en période électorale ont été élaboré», a poursuivi le président du CSC.
Au cours de cet atelier riche en échange entre les exposants et les responsables de médias et des partis politiques, les participants ont été édifiés sur le chronogramme élaboré et adopté par le Conseil Supérieur de la Communication, qui s’articule autour de la concertation avec les parties prenantes, le renforcement des capacités des médias, et l’adoption de textes régissant l’accès aux médias public et privés. A la fin de cet atelier, le Secrétaire Général du CSC, Souleymane Anza a d’abord remercié l’Union Européenne pour son apport à l’organisation de cet atelier avant de rappeler les médias au respect de l’équité dans le traitement et la diffusion de l’information, et les partis politiques à l’assiduité dans la collaboration avec les médias.
Notons que l’objectif visé par le Conseil Supérieur de la Communication dans cette démarche étant de contribuer à l’organisation d’élections libres, honnêtes et transparentes, à travers une régulation équitable et indépendante des médias en période électorale, dans un climat politique et social apaisé.
