Le Conseil de Sécurité de l’ONU a tenu une réunion publique de haut niveau portant sur la lute contre le terrorisme en Afrique. A cette occasion, Issa Konfourou, ambassadeur et représentant permanent du Mali auprès de l’ONU a adressé un discours à l’assemblée au nom des pays membres de la Confédération des Etats du Sahel AES.
A l’entame de son discours, l’ambassadeur a salué l’initiative et le leadership de la présidence algérienne du Conseil de Sécurité des nations unies à organiser ce forum sur le terrorisme, « une préoccupation existentielle pour les Etats membres de la Confédération AES et au-delà ». Rappelant les désastreuses conséquences de l’intervention de l’OTAN en Libye, Issa Konfourou n’a pas manqué de lier cette intervention à la situation actuelle dans la région du Sahel, en proie notamment à une grande insécurité. Face à ces défis, explique-t-il, les présidents du Mali, du Burkina Faso et du Niger s’unissent et créent l’AES avec pour objectifs entre autres, « de renforcer le mécanisme de défense collective et d’assistance mutuelle (…) mais aussi un développement harmonieux de leur espace commun ».
Cette initiative, estime le diplomate témoigne de la conviction des pays membres de l’AES « qu’une approche régionale coordonnée et souveraine est la réponse appropriée à la menace terroriste ». Une approche qui selon Issa Konfourou semble efficace et qui offre des résultats assez probants sur le terrain comme « l’arrestation, la reddition ou la neutralisaton de plusieurs éléments et chefs terroristes, la destruction de leurs bases ainsi que la saisie de matériels de guerre ». Cette stratégie a également permis aux armées régulières des pays de l’AES de reconquérir des territoires « jadis contrôlés par des groupes criminels », mais aussi « le retour des populations et de l’administration ainsi que la réouverture des écoles ».
Ces exploits, estime l’ambassadeur ne sont généralement pas pris en compte dans les rapports et présentations des Nations Unies et des entités sur le terrain puisque ces derniers « préfèrent documenter le nombre d’incidents sécuritaires et les attaques » sur les forces de défenses et les populations. Un fait qui pour Issa Konfourou est déplorable pour les Etats de l’AES aux noms desquels il s’exprimait.
Outre la dimension sécuritaire, les pays de l’AES inscrivent leur stratégie commune de lutte contre le terrorisme sur une approche plus large incluant des mesures politiques, sociales et économiques mais aussi la réconciliation. Cette vision, selon l’ambassadeur devrait permettre de mettre en place « des solutions durables aux causes profondes du terrorisme » et adaptées aux réalités locales de la région.
Issa Konfourou a également condamné l’inertie de l’ONU face à l’implication de « sponsors étatiques étrangers, à l’instar de la France et de l’Ukraine » dans le soutien aux groupes terroristes sévissant dans la région sahélienne.
Enfin, le diplomate a adressé une série de recommandations devant aider à lutter efficacement contre le terrorisme en Afrique : le renforcement du soutien du Conseil de Sécurité aux initiatives africaines de lutte contre le terrorisme, le renforcement de la coopération en matière de renseignements et de lutte contre le financement du terrorisme, une approche holistique intégrant le développement socio-économique et la sécurité et enfin, en quatrième position, un appui substantiel au renforcement des capacités des forces de défense et de sécurité des pays en proie à la menace terroriste.
Un vibrant hommage a ensuite été rendu aux victimes du terrorisme par l’ambassadeur qui a une fois de plus réaffirmé l’engagement de l’AES à coopérer avec toutes les nations et organisations internationales, dans le respect des principes de souveraineté et de non-ingérence.
