Le Président de la République, Chef de l’Etat Mohamed Bazoum, a regagné Niamey, hier dans l’après midi, en provenance d’Abidjan, en Côte d’Ivoire, où il a pris part à la cérémonie d’ouverture de la 15ème Conférence des Parties de la Convention des Nations Unies sur la lutte contre la désertification et la sècheresse (CNLCD-UNCCD) dite COP-15. Devant ses pairs, le président nigérien a notamment prononcé un discours, il a mis en exergue les efforts mis en œuvre par son pays pour lutter contre la désertification et le changement climatiques. Permettez-moi, tout d’abord, de remercier très sincèrement Son Excellence Monsieur Alassane Ouattara, Président de la République de Côte d’Ivoire, ainsi que le peuple ivoirien pour l’accueil empreint de chaleur et de générosité qu’ils nous ont réservée.
Mesdames et Messieurs, Nous sommes réunis ici pour échanger sur les défis énormes auxquels est confrontée notre humanité. Ces défis ont pour noms : changements climatiques, désertifications et appauvrissements des terres arables,
pénurie et insécurité alimentaire, flux internes et externes de migrations liées aux changements climatiques et aux insécurités
sociopolitiques, et surgissements violents de conflits armés de type terroriste notamment, liés aux paupérisations occasionnés par les sécheresses, raréfactions des terres cultivables et perte progressive de la biodiversité, etc.
Les principales causes de l’aggravation tragique de ces fléaux demeurent la désertification continue et la dégradation des terres arables affectant gravement notre planète. La détérioration des écosystèmes à l’ère de l’anthropocène accentue les famines, les malnutritions, les déplacements de populations : elle engendre des tensions sociales et communautaires produisant de l’anomie sociale.
Mesdames, messieurs, l’économie de mon pays repose en très grande partie sur le secteur rural : 80% de la population nigérienne vit de l’agriculture dont les rendements baissent d’année en année, du fait de la dégradation des terres et du changement climatique. Il nous faut donc concentrer nos actions dans la restauration, l’entretien, le réaménagement, la gestion durable et solidaire des terres arables afin de renforcer notre résilience aux changements climatiques, sécuriser nos ressources en biodiversité, améliorer notre sécurité alimentaire, générer des revenus et des emplois au profit du monde rural, et ainsi, permettre de combattre efficacement les migrations irrégulières et le terrorisme.
Les actions de remise en état de nos biotopes et de nos écosystèmes dégradés demeurent essentielles pour stabiliser les communautés vulnérables. Mon pays, le Niger, subit de plein fouet ces modifications écosystémiques du fait de l’intrication holistique des causes et des effets en matière écologique.
En effet, le Niger, situé au cœur de la région du Sahel, zone au ¾ désertique, est exposé à des cycles violents autant qu’imprévisibles de sécheresses et d’inondations meurtrières inopinées.
C’est pourquoi nous mettons l’adaptation au changement climatique au cœur de nos priorités : notre attention et nos efforts portent sur la gestion durable des terres, sur notre Contribution Déterminée au niveau National (CDN), révisée et adoptée par le Gouvernement dans le cadre de la mise en œuvre de l’Accord de Paris sur le climat.

Afin de rallier les communautés, surtout rurales, à cet élan de restauration des terres, l’évaluation systématique des biens et des services environnementaux de nos écosystèmes restaurés est requise pour les rendre plus lisibles dans notre économie nationale. Il s’agit aussi d’encourager le développement des chaînes de valeur y afférentes, de favoriser la création d’entreprises rurales permettant la restauration des écosystèmes détériorés ainsi que la promotion des produits forestiers non ligneux.
Dans cette optique, mon pays a initié certaines mesures. Il me plait d’en mentionner quelques-unes : l’organisation régulière, d’un Concours National de Lutte Contre la désertification primant les meilleurs producteurs ruraux ; la promotion de la Régénération Naturelle Assistée, pratique à travers laquelle plusieurs institutions scientifiques de renom, ont salué nos efforts. Depuis 2011 nos services sont engagés dans la restauration annuelle de 213 000 hectares de terre, pour combler la perte annuelle de terres arables estimée à 100 000 hectares.

Le thème central de la COP15 à savoir «Terre. Vie. Héritage : de la rareté à la prospérité », appelle donc de notre de part à plus d’engagement et de prise de conscience, pour adopter des modes de production et de consommation solidaires et durables afin de léguer aux générations futures des terres fécondes, productives et porteuses de vie.
Mon vœu le plus ardent est de voir le présent Sommet proposer des solutions outillées en vue de donner plus de sens et de contenus opérationnels à la «Décennie de la Restauration des Ecosystèmes 2021-2030» adoptée par les Nations Unies.
L’Initiative de la Grande Muraille Verte, à cet égard est une opportunité pour contribuer efficacement à la réalisation des ambitions de la «Décennie de la Restauration des Ecosystèmes 2021-2030» et de la Table Ronde de Paris de janvier 2021.
A cet effet, j’encourage fortement la mutualisation des efforts de l’Agence de la Grande Muraille Verte et de la Commission Climat pour la région du Sahel, que le Niger a l’honneur de présider, dans le cadre de la lutte contre la désertification, le changement climatique et de préservation de la biodiversité.
Pour matérialiser ces ambitions, mon pays se propose de planter 500 millions d’arbres chaque année et de restaurer 1 million d’hectares de terres dégradées, en vue de séquestrer 2,5 millions de tonnes Equivalent carbone.
Pour terminer, je voudrais demander aux Partenaires Techniques et Financiers de l’Agence Panafricaine de la Grande Muraille Verte, d’accompagner nos Etats dans la formulation de projets bancables et de mobiliser les 19 milliards de dollars annoncés lors du Sommet de la Planète, tenu en janvier 2021, à Paris.
