Dans le cadre de la mise en œuvre des recommandations de la réunion consultative de la conférence des chefs d’état et de gouvernement de la commission économique des états de l’Afrique de l’ouest (CEDEAO) sur la situation politique au Mali, tenue le 15 septembre 2020 à Accra au Ghana et conformément au protocole Additionnel A/SP1/12/01 du 21 décembre 2001 niveau, conduite par SE Good Luck EBELE Jonathan, ancien président de la République Fédérale du Nigeria, envoyé spécial et médiateur de la CEDEAO au Mali, a séjourné au Mali du 09 au 12 mai 2022.
2 la délégation du médiateur de la CEDEAO est composée du Général Francis A Behanzin, commissaire aux affaires politiques, paix et sécurité de la CEDEAO du professeur Hamidou Boku, représentant résident du président de la commission de la CEDEAO au Mali, de SEM Chikezie Nwachukwu, Ambassadeur de la République Fédérale du Nigeria au Mali et de M. Desmond Agyemang BAAH , chargé d’affaires a i de l’ambassade du Ghana au Mali et représentant le président du conseil des ministres de la CEDEAO.
3 ont également pris par à cette mission, SEM Le Ghassim Wane, représentant spécial du secrétaire général des Nations unies, chef de la mission multidimensionnelle pour la stabilisation au Mali ( MINUSMA),
Monsieur Fulgence Zeneth, chef de la Misahel par intérim,
Cette mission a pour objet d’évaluer les progrès réalisés dans la conduite des affaires de la nations depuis la mise en œuvre des institutions de la transition. La mission de suivi évaluation est effectuée également dans un contexte socio-politique et sécuritaire caractérisé par des discussions autour du processus électoral notamment

5 la mission a rendu une visite de courtoisie au président de la e, chef de l’état, SEM Bah Ndaw, au président du conseil national de transition, le colonel Malick Diaw, au Vice Président de la transition le colonel Assimi Goita et aux membres de la cour constitutionnelle. Elle a eu également une séance de travail avec Monsieur le premier ministre, chef du gouvernement SEM Moctar Ouane et le ministre de l’administration territoriale et de la décentralisation, le corps diplomatique, les acteurs politiques, les leaders traditionnels et religieux ainsi que la société civile
6 A l’issue des différentes consultations avec les parties prenantes, la mission a noté avec satisfaction que des progrès remarquables ont été réalisés dans la mise en œuvre des recommandations formulées contenues dans le communiqué final de la première mission d’évaluation du médiateur de la CEDEAO de janvier 2021
7 la mission a aussi salué le règlement judiciaire qui convenait aux interpellations liées à la tentative à l’acquittement des présumés coupables ; la relance du dialogue entre les forces vives de la nation à travers le cadre de concertation entre le ministre de l’administration territoriale et la mise en place du comité d’orientation stratégique COS auprès du premier ministre
8 la mission a également pris note de la publication d’un calendrier électoral publié le 15 avril 2022 par le MADT et le travail technique du délégué général des élections par rapport au fichier électoral et au chronogramme des opérations électorales subséquentes
9 la mission a salué tous les efforts déployés par le gouvernement en vue de créer les conditions propices à aboutissement d’une transition, notamment la visite de terrain effectuée par le premier ministre dans les zones du centre ainsi que les rencontres initiés par le président de transition pour la paix et la réconciliation, les opérations militaires conjointes initiés par le gouvernement pour sécuriser progressivement tout le territoire, les propositions de désarmement reconversion des groupes armés d’autodéfense et des milices, les actions progressives du retour de l’état sur les portions du territoire où sévissent les groupes terroristes etc.. par voie de conséquence, la mission encourage le gouvernement à poursuivre les efforts pour renforcer la sécurité nécessaire pour des élections paisibles et crédibles
10 la mission s’est félicité et à encourager le gouvernement à mettre en œuvre son initiative d’organiser une conférence sociale dans la deuxième quinzaine du mois de mai 2021 pour engager les acteurs sociaux à œuvrer pour des solutions idoines et durables dans l’esprit de consolider l’environnement de confiance, de paix et de consensus nécessaires pour le succès de la transition.
11 la mission a toutefois noté les préoccupations soulevées par certains parties prenantes concernant
La hiérarchisation des priorités dans les réformes,
L’urgence du choix consensuel des organes de gestion des élections,
L’opportunité du découpage territorial
Le respect des droits de l’homme et de l’état de droit, ainsi que la question de l’inclusivite dans la conduite de la transition
La mission a également noté le besoin de renforcer la communication entre le gouvernement et les parties prenantes par rapport à la mise en œuvre du programme d’action gouvernemental.
12 sur la base des préoccupations par les parties prenantes, la mission encourage le gouvernement à assurer plus d’inclusivite des principaux acteurs Socio politiques dans le comité d’orientation stratégique COS afin de parvenir à un consensus sur les choix des réformes prioritaires devant aboutir à un processus électoral transparent, crédible et acceptable par tous et ce, dans le délai imparti pour la transition. Elle invite les autres parties prenantes à travailler avec le gouvernement pour concrétiser cette initiative en participant activement aux travaux du comité d’orientation stratégique mise en place
13 le médiateur souligne l’impératif pour tous les acteurs concernés de continuer à faire preuve d’esprit de responsabilité et d’esprit patriotique en cette période délicate de la transition en cours et de puiser dans leur sagesse collective pour surmonter les difficultés présentes. Le médiateur continuera de suivre la situation de très près, et à demandé au comité local de suivi d’intensifier les efforts engagés pour encourager les acteurs maliens à parvenir à un consensus sur les questions encore pendantes de la transition et de lui rendre compte de façon régulière, dans le cadre du mandat qui lui a été confié par la CEDEAO.
14 Enfin la mission a félicité le gouvernement pour son engagement à respecter la période de la transition de 18 et à conduire un processus électoral inclusif, crédible et transparent.
15 par ailleurs, la mission a pris bonne note des requêtes formulées à l’endroit de la CEDEAO et des autres partenaires au développement pour soutenir le Mali dans l’organisation technique, matériels et financière des élections pour une transition réussie
16 la mission a réitéré la solidarité de la CEDEAO au gouvernement et au peuple malien et a exprimé son engagement à les soutenir dans le processus pour une transition réussie
17 la mission remercie le gouvernement du Mali et les acteurs socio politiques pour l’accueil et toutes les commodités mise en place pour la réussite de la mission
