L’assemblée législative de transition au Burkina Faso a adoptée ce lundi 30 décembre 2024, un projet de loi sur « la grâce amnistiante » pour les auteurs du putsch de 2015. Cette disposition légale, selon le ministre de la Justice, ne concerne que les événements du 15 et du 16 Septembre 2015. En conséquence, elle ne prendra donc en compte que les éléments de l’ex-régiment de sécurité présidentielle de l’ancien président Blaise Compaoré impliqués dans le coup d’état manqué.
Adoptée à une majorité de 67 voix pour contre 03 abstentions sur un total de 70 votants, cette loi d’amnistie devrait permettre d’annuler ; une fois accordée, l’ensemble des poursuites ou des condamnations contre un individu. De même, ces condamnations ou accusations ne seront pas mentionnées dans la carrière de l’intéressé. Toutefois, pour en bénéficier, les militaires en cause dans l’affaire du putsch raté de 2015 devront adresser une demande au chef de la transition, l’actuel chef d’état, le capitaine Ibrahim Traoré. La demande sera ensuite évaluée sur la base de deux conditions sine qua non : être pleinement engagé dans la lutte contre le terrorisme qui sévit actuellement dans le pays et ne pas représenter un danger pour les institutions de l’état, les biens et les personnes.
Il faut rappeler que le coup d’état manqué de 2015 au Burkina Faso avait été réalisé par le Général Gilbert Diendéré alors chef d’état major du Régiment de sécurité présidentielle, garde présidentielle de l’ancien président Blaise Compaoré, dans le but de renverser le régime de transition en place et dirigé alors par Michel Kafando. Après plusieurs jours de manifestations et de pressions extérieures de la communauté internationale, le coup d’état se solde par un échec et le Général Diendéré est par la suite inculpé de plusieurs chefs d’accusation et condamné en 2019 à 20 ans de prison pour la répression des manifestations au cours du putsch raté.
