Je voudrais de prime abord, au nom de Son Excellence Monsieur MOHAMED BAZOUM, Président de la République du Niger, Chef de l’État et de Son Excellence Monsieur OUHOUMOUDOU MAHAMADOU, Premier Ministre, Chef du Gouvernement, transmettre à la communauté aéronautique mondiale, les chaleureuses salutations du peuple Nigérien.
Je voudrais ensuite exprimer ma profonde gratitude au Gouvernement du Canada et à celui de la Province du Québec pour toutes les facilités mises en place afin de rendre agréable notre séjour et assurer le succès de cette 41ème Session de l’Assemblée de notre Organisation.
Je saisis l’occasion qui m’est offerte pour adresser les cordiales félicitations de la délégation du Niger à notre Soeur Mme POPPY KHOZA de l’Afrique du Sud, pour son élection en qualité de Présidente de cette Assemblée.

Comme vous le savez, le transport aérien mondial a été fortement perturbé depuis 2019 par les effets néfastes de la pandémie de la COVID 19 qui a réduit la mobilité humaine et la circulation des marchandises et des biens.
Cette pandémie qui a surpris tous les Etats, a ainsi provoqué une chute drastique du trafic aérien mondial, précipitant ainsi l’industrie de l’aviation civile, notamment les compagnies aériennes, les gestionnaires d’aéroports, les fournisseurs de services de navigation aérienne et les acteurs opérant sur les plateformes aéroportuaires, dans de grandes difficultés financières.
Le Niger, pays enclavé, d’une superficie de 1.267.000 km2 a subi sérieusement l’impact de la COVID 19 avec la fermeture de l’aéroport international Diori Hamani de Niamey au trafic passagers pendant environ 5 mois, de mars à juillet 2020.
Fort heureusement, le trafic aérien est en train de reprendre doucement depuis quelques mois et nous espérons que cette tendance va être maintenue afin de compenser les pertes encourues à moyen terme.

Le continent africain ne reste pas en marge de la compétition pour tirer profit du dynamisme du secteur des transports aériens. A cet effet, le Niger accorde une importance capitale au Marché unique du transport aérien africain (MUTAA), un projet phare dans le cadre de l’Agenda 2063 de l’Union africaine (UA). Le MUTAA devra être soutenu et renforcé car il se présente comme un véritable accélérateur du processus de mise en oeuvre de la déclaration de Yamoussoukro, faite en 1999, sur la libéralisation du ciel africain, dans la perspective de promouvoir le transport aérien sur le continent en favorisant la libre circulation des personnes et des biens.

Convaincu du rôle essentiel du transport aérien, et conscient que ce mode de transport constitue un maillon incontournable de développement pour un pays sans littoral, le Gouvernement de la République du Niger a mis en place des stratégies nationales de développement des infrastructures et de renforcement des capacités.
Parmi les grandes réalisations dans ce domaine, permettez-moi de citer la modernisation de l’aéroport international Diori Hamani de Niamey en juin 2019.
D’autres investissements ont été réalisés dans le cadre de la réhabilitation et de l’extension des chaussées aéronautiques et des aérogares de l’ensemble des sept (07) aéroports régionaux du Niger, ainsi que la construction d’un nouvel aéroport dans la région de Tillabéri.
C’est un investissement important qui a été consacré au développement de l’aviation civile au Niger ces cinq (05) dernières années.
L’objectif visé par les plus hautes Autorités du Niger, est de faire du transport aérien un des piliers du développement socio-économique du Niger.
L’amélioration continue de la sécurité, de la sûreté et de la facilitation de l’aviation civile font partie intégrante du plan de développement de l’aviation au Niger.

Dans le cadre de l’initiative de l’OACI « aucun pays laissé de côté », il me plait de souligner que les efforts de nos États dans le domaine de la sécurité et de la Sûreté de l’aviation civile doivent davantage être accompagnés et soutenus par l’OACI.
En ce qui concerne le développement et le renforcement des capacités en ressources humaines, le Niger se félicite des activités de l’École Africaine de la Météorologie et de l’Aviation Civile (EAMAC), école multinationale de l’ASECNA située au Niger et qui est, depuis 2014, un centre TRAINAIR PLUS d’excellence de l’OACI. Ce centre régional forme environ 70% des cadres de l’aviation civile d’une vingtaine de pays africains. Nous souhaitons réaffirmer notre disponibilité à contribuer à toutes les actions de développement de l’EAMAC pour relever le défi de la demande croissante des professionnels de l’aviation qui touche l’ensemble de l’industrie aéronautique mondiale.

En ce qui concerne les élections des Etats membres au Conseil, je saisis cette occasion pour féliciter très chaleureusement les Etats déjà élus aujourd’hui au titre de la partie I et de la partie II et souhaite bonne chance à tous les États candidats à la partie III.
A cet effet, je demande particulièrement à l’Assemblée de bien vouloir soutenir massivement les candidatures présentées par l’Afrique.
