Pour marquer le coup d’envoi des trois semaines de campagnes électorales pour les scrutins législatifs et présidentiels du 27 décembre 2020, la ville de Niamey et celles de l’intérieur du pays, ont été prises d’assaut par des banderoles, affiches et autres supports. Mais apparemment les équipes de communication et les partisans des différents candidats ont oublié qu’ « après la fête il y a l’après fête ». Dans un communiqué rendu public le mercredi 13 janvier 2021, la commission électorale Nationale Indépendante (CENI) a tâché de les rappeler à l’ordre en les invitant tout simplement à enlever ces supports de propagande électorale.
En effet depuis le 5 décembre 2020, après avoir inondé les différentes villes du pays d’affiches à l’effigie des différents candidats ou des banderoles aux couleurs de leurs partis, les militants des différents candidats ont abandonné de manière anarchique ces « objets salissants ». Force est en effet de constater que les artères de la capitale et des autres localités sont toujours parsemées de ces supports de visibilité.
Après avoir constaté que les dispositions en la matière n’ont pas été respectées et que ces affiches, fanions et supports sont restés dans l’espace public, le président de la commission électorale Nationale Indépendante (CENI), Maitre Issaka Souna a dans le communiqué, rappelé aux « partis politique, groupements des partis politiques et candidats indépendants ayant compéti pour les élections locales et générales, qu’en vertu de l’article 94 du code électoral, les affiches, les fanions et autres supports de propagandes électorales doivent être enlevés au plus tard dans les 15 jours suivant la date ses scrutins ».
Au regard de cette situation, la CENI les a invité à « procéder sans délai à leur enlèvement ».
Pour rappel, l’article 94 de la constitution stipule que : « pendant la campagne électorale et dans chaque chef-lieu de circonscription administrative, ainsi qu’aux abords de chaque bureau de vote, des emplacements spéciaux pour l’apposition des affiches électorales, des fanions et autres supports de propagandes électorales sont réservés par le représentant de l’Etat qui en informe la commission électorale du ressort.
Dans chacun de ces emplacements, une surface égale est attribuée à chaque candidat ou liste de candidats. L’autorité procède à l’enlèvement de tout affichage fait en dehors de ces emplacements. L’autorité veille à l’enlèvement par les partis politiques et les candidats de tous les supports et matériels de propagande électorale quinze (15) jours au plus tard après le scrutin. La commission électorale nationale indépendante est chargée de veiller au strict respect de ces dispositions. A cette fin, elle peut requérir les forces de sécurité qui sont tenues de lui apporter toute l’assistance requise ».
Espérons que ce rappel à l’ordre de la CENI aura l’effet escompté.
